Under the project, it will establish Bac Ninh (new) province under the Central Government on the basis of merging the boundaries of administrative units of Bac Ninh and Bac Giang province. Place of political - administrative center: Bac Giang city, Bac Giang province (currently). After the arrangement, Bac Ninh (new) province has a natural area of 4,718.6 km2, a population of 3,619,433 people; There are 99 communal administrative units affiliated, including 33 wards and 66 communes.
The merger of Bac Ninh and Bac Giang provinces is expected to form the "industrial capital" of the North with new industrial parks of large scale, creating new development space attractive to investors.
Currently, Bac Ninh has 16 industrial parks with approved planning with a total area of nearly 6,400 hectares. Of which, 12 projects have been put into operation, the occupancy rate reached over 62%. For many consecutive years, Bac Ninh has been the province with the leading industrial production scale in the country.
Bac Ninh attracts investment capital from 41 countries and territories, especially in the electronics sector and is a production base of many large economic groups in the world such as Samsung, Canon, Nokia, Amkor... This province has also been leading the country for many consecutive years in terms of attracting foreign direct investment (FDI).
Meanwhile, Bac Giang has been considered an "economic star" in recent years. This locality leads the country's economic growth in 2024 and the first quarter of 2025, with a growth rate of over 13%. To date, the Prime Minister has approved the establishment of 12 industrial parks in Bac Giang province with a total planning area of about 2,823 hectares.
Currently, Bac Giang's industrial parks attract 488 investment projects, including 373 FDI projects, 115 domestic direct investment projects (DDIs); the total converted investment capital reaches 10.6 billion USD. According to the plan, by 2030, the whole Bac Giang province will have 29 industrial parks with a total area of 7,000 hectares.
After the merger, the new Bac Ninh province will have a very large role and position, with the 5th largest economic scale in the country, with a population of about 3.5 million people and an area of over 4,700km2, and at the same time, it is planned that by 2030, the new Bac Ninh will become a smart city, a centrally-run city. The new Bac Ninh province will have a lot of room for development, there will be large projects such as Gia Binh airport, highways, industrial parks...
