In 2003, Nghe An Provincial People's Committee established Nghe An Industrial Park Development Company, now Nghe An Infrastructure Development Investment and Construction Company Limited.
The company was assigned by the Provincial People's Committee to manage, operate and exploit Areas A, B, C of Nam Cam Industrial Park (Nghi Loc District, Nghe An), of which Area A has an area of 93.67 hectares, Area B has an area of 122.63 hectares, Area C has an area of 154.76 hectares. Currently, there are 46 enterprises operating in Nam Cam Industrial Park.
Mr. Trinh Xuan Trung - Director of Nghe An Infrastructure Development Investment Company Limited - said that on November 9, 2017, Nghe An Provincial People's Committee issued a decision on equitization of the company, the State did not hold controlling shares.
However, for the past 8 years, equitization has not been implemented due to problems in handing over assets and infrastructure of Nam Cam Industrial Park to record increased capital for the company before implementing equitization.
Difficulties in equitization affect investment in new construction and repair of industrial park infrastructure, delaying the handover of land to construction enterprises and putting them into operation.
Accordingly, for Area A - Nam Cam Industrial Park, the traffic infrastructure item is being invested in unfinished. In Area B, some infrastructure items have been invested and put into use since 2015, but currently, Nghe An Infrastructure Development Investment Company Limited has not been leased land. Area C, the infrastructure system has been basically invested in and put into use since 2009, but to date, the company has not been recorded to increase the value of assets.
Implementing the content of Conclusion Notice No. 147/TB-UBND dated March 3, 2022 of Nghe An Provincial People's Committee at the meeting on handing over infrastructure assets of Nam Cam Industrial Park to Nghe An Infrastructure Development Investment Company Limited, this company has worked with relevant departments and units to propose handling of the problems.
Specifically: Support the company to resolve some problems in the handover of assets of Nam Cam Industrial Park and hand over to the company to implement equitization of enterprises according to the policy of the Prime Minister and the Decision of Nghe An Provincial People's Committee.
The handover of assets in Area A and Area C - Nam Cam Industrial Park to the company and the implementation of infrastructure rental collection to create capital to invest in completing the infrastructure system and major repairs to damaged and degraded infrastructure works due to long-term use.
At the same time, implementing infrastructure business also contributes to ensuring fairness and equality for investors in areas near Nam Cam Industrial Park as well as in Nghe An province.
This company also requested relevant departments and branches to support the completion of legal procedures to lease land in Area B - Nam Cam Industrial Park so that the company can properly perform its function as the investor of the industrial park according to the Decision of the Provincial People's Committee.
Regarding the incident, the Department of Finance has issued a document reporting to the Provincial People's Committee on the handover of infrastructure assets to Nghe An Infrastructure Development Investment and Construction Company Limited.
On that basis, Nghe An Provincial People's Committee issued a document assigning the Department of Finance to advise and submit to the Provincial People's Committee the handover of assets of Nam Cam Industrial Park to the company when ensuring the conditions according to regulations.
