Budget revenue reached 49,277 billion VND, exceeding the target
By the end of November 2024, Binh Duong province recorded outstanding achievements in state budget collection, with total revenue exceeding the target assigned by the Ministry of Finance.
According to the Binh Duong Provincial Tax Department, the total state budget revenue in the first 11 months of 2024 is estimated at VND 49,277 billion, equivalent to 102.5% of the annual estimate, up 19.5% over the same period last year.
Of which, revenue excluding land use fees, lottery and dividends reached VND42,757 billion, completing 103.2% of the estimate and increasing 20% compared to last year.
Specific revenue sources include: Central State-owned enterprises reached VND740 billion, completing 82.3% of the estimate and increasing 10.9% over the same period. Local State-owned enterprises recorded VND2,154 billion, exceeding 121.3% of the estimate and increasing 43.6% over the same period.

Foreign-invested enterprises (FDI) contributed VND14,921 billion, reaching 99.8% of the estimate, up 12.7% over the previous year. Private economy revenue reached VND10,504 billion, equivalent to 99.9% of the estimate, up 23.8% over the same period last year. Personal income tax revenue reached VND6,750 billion, reaching 96.4% of the estimate and up 12.5%.
In particular, budget revenue from land continued to be an important resource with VND 4,471 billion from land use fees (reaching 94.1% of the estimate) and VND 3,032 billion from land rent (reaching 379.1% of the estimate, up 75.2% over the same period). In addition, revenue from public land fund and public property benefits reached VND 53.6 billion, more than 10 times the annual estimate.

Strengthening inspection and effective handling of tax debts
In 11 months, the Binh Duong tax sector conducted 2,177 inspections and audits, achieving 80% of the annual plan. The total amount of financial settlement recommendations reached VND513 billion; of which, VND393 billion was paid into the State budget. In addition, the inspection of tax declarations at the tax office headquarters also helped collect an additional VND157 million.
Regarding tax debt management, as of November 30, the total tax debt is estimated at VND3,800 billion, accounting for 7.9% of the annual State budget revenue estimate and ensuring that it is within the threshold assigned by the General Department of Taxation (under 8%). The tax sector has issued 3,989 decisions on tax debt enforcement, recovering VND422 billion.
The list of 370 individuals and organizations with late tax payments was also made public, contributing to improving transparency and efficiency in debt collection. By the end of October, the tax authority had announced temporary suspension of exit for 61 cases with tax arrears of VND110 billion. Of these, 7 taxpayers had abandoned their business addresses with tax arrears of VND5 billion. The tax authority had collected tax arrears of VND1 billion from 3 taxpayers whose exit was temporarily suspended.
Binh Duong has strongly deployed electronic invoices with more than 7.8 million invoices processed. Notably, 100% of gas stations in the area have applied electronic invoices. Electronic tax payment channels via banks and Etax Mobile application recorded more than 21,000 transactions with a total tax payment amount of up to 35 billion VND.
The results achieved in the past 11 months are a testament to the continuous efforts of the Binh Duong province tax sector in ensuring financial resources, contributing to the sustainable development of the locality.
