Implementing Resolution No. 25/NQ-CP of the Government and Directive No. 05/CT-TTg of the Prime Minister, the Ministry of Industry and Trade issued Directive No. 08/CT-BCT dated April 4, 2025, requiring the entire industry to implement solutions to promote the development of the domestic market, while assigning growth targets for total retail sales of goods and service revenue to each locality. However, after the first 6 months of the year, many provinces and cities have not yet achieved the expected growth rate.
In addition, from July 1, 2025, the new administrative boundaries of some provinces will officially take effect after the merger, leading to changes in the government model, operating apparatus as well as trade management structure in the locality.
In that context, on July 8, 2025, the Ministry of Industry and Trade issued Document No. 5061/BCT-TTTN requesting the Departments of Industry and Trade of provinces and centrally run cities, after stabilizing their organization, to quickly focus on 5 key groups of tasks in the last 6 months of the year.
First of all, localities need to seriously review factors affecting the domestic market, proactively remove difficulties, strongly implement trade promotion activities and stimulate consumption, especially in industries with slow consumption such as: garments, household appliances, means of transport, food services, etc.
At the same time, the Departments of Industry and Trade are assigned the task of promoting support for businesses and business households to convert to digital platforms, coordinating with functional units to guide on new business methods, tax registration, contributing to modernizing the distribution system of goods to consumers.
Notably, in the context of consumer confidence being affected by many incidents related to poor quality goods of unknown origin that have been recently discovered and handled, the Ministry of Industry and Trade emphasized the need to strengthen communication, promote domestic goods, support brand building for businesses to do business honestly to strengthen market trust.
Along with that, localities need to quickly develop plans and implement market stabilization programs, connect supply and demand for the end of 2025 and Lunar New Year 2026, and fully prepare plans to reserve essential goods during the rainy and stormy season, ensuring stable supply.
Finally, the continuous task is to closely monitor the supply and demand prices of essential goods to promptly take measures to handle them, proactively report to competent authorities when there are unusual fluctuations, contributing to the effective implementation of the goal of controlling inflation and stabilizing the macro economy.
The Ministry of Industry and Trade requests the Departments of Industry and Trade to seriously, promptly and responsibly implement the assigned contents. In case of difficulties in implementation, localities need to proactively contact the Ministry to coordinate in resolving them to ensure the domestic trade growth target in 2025.
