The list of these "big guys" includes: Vietnam Oil and Gas Group (PVN), Vietnam Electricity Group (EVN), Vietnam National Petroleum Group (Petrolimex), Vietnam Chemical Group (Vinachem), Vietnam National Coal and Mineral Industries Group (TKV) and Vietnam Tobacco Corporation (Vinataba).
These 6 groups and corporations used to be under the management of the Ministry of Industry and Trade, but were transferred to the State Capital Management Committee in November 2018. Thus, after 6 years, large state-owned enterprises in the industrial and energy sectors are back under the management of the Ministry of Industry and Trade.
In addition, regarding the planned plan to reorganize the apparatus, the Ministry of Industry and Trade said that in the coming time, it will end the activities of the Party Executive Committees and establish the Ministry of Industry and Trade Party Committee directly under the Government Party Committee according to the requirements and plans of the Politburo.
End the operation of the Party Committee Office, transfer the tasks to the Party Committee of the Ministry of Industry and Trade; arrange and consolidate the structure and organization of departments under the Party Committee of the Ministry of Industry and Trade according to the instructions of competent authorities.
Regarding the proposed plan to reorganize units under the Ministry, the Ministry of Industry and Trade said that it will end the organizational model of the General Department of Market Management. Establish the Department of Domestic Market Surveillance Management based on the functions, tasks and organizational structure of the General Department of Market Management and the Department of Domestic Market.
At the same time, transfer 63 local Market Management Departments to the People's Committees of provinces and cities and propose a model of Market Management Sub-Department under the Department of Industry and Trade.
Merge the Electricity and Renewable Energy Authority and the Electricity Regulatory Authority. The new unit's name after the arrangement is expected to be the Electricity Authority.
Merging the Department of Local Industry and Trade, the Department of Energy Saving and Sustainable Development, the Department of Science and Technology, the new Department name after the arrangement is expected to be the Department of Technology and Innovation.
Rename the Department of Planning and Finance to the Department of Planning, Finance and Enterprise Management. Transfer the function of synthesizing the local industrial and trade development situation of the local Industry and Trade Department to the Department of Planning, Finance and Enterprise Management.
Transfer the state management function for the field of small-scale industry and industrial clusters from the local Department of Industry and Trade to the Department of Industry.
For other units under the Ministry, continue to research, organize, ensure streamlining, effectiveness, efficiency, and reduce internal organizations.
