Readers reflect buying insurance from Dai-ichi Company through B.P agent on December 4, 2025.
According to information from readers, the agent requested the buyer to transfer money to the agent's personal account to pay contract fees and received a voucher of more than 5 million VND from the company. After that, the company announced that because the money had not been paid, the contract was invalid.
Readers said that after receiving the notice, they continuously questioned the agent, asked for inspection support, but the agent affirmed that the money had been paid, the contract was not invalid and readers did not need to worry.
However, according to readers' feedback, by April 2026, readers who have insurance events and agents continue to affirm that they will be paid normal benefits.
This reader said: "Until the beginning of May 2026, the agent will pay the money and ask another senior agent managing the contract to call to reassure and confirm that the contract is not invalid. I will still be paid for insurance events".
In mid-May 2026, the dealer urged me to restore the validity on the app to speed up and disburse quickly," the reader expressed.
This reader said that he followed and did not know that he was pushed for late payment errors. Also according to this reader, the dealer also instructed to answer that there was no insurance event during the contract expiry process.
This reader said that he contacted Dai-ichi to request resolution but has not been able to resolve it.
Answering readers on the Information Portal, the Ministry of Finance has the following opinions:
Clause 16, Article 4 of the 2022 Law on Insurance Business stipulates:
An insurance contract is an agreement between the insurance buyer and the insurance company, branch of a foreign non-life insurance company, mutual organization providing microinsurance, according to which the insurance buyer must pay insurance premiums, the insurance company, branch of a foreign non-life insurance company, mutual organization providing microinsurance must compensate and pay insurance money according to the agreement in the contract".
Clause 5, Article 4 of the 2022 Law on Insurance Business stipulates:
“Insurance agency activities are one or more activities authorized by insurance companies, branches of foreign non-life insurance companies, mutual organizations providing microinsurance, including: Consulting insurance products; introducing insurance products; offering insurance products; arranging the conclusion of insurance contracts; collecting insurance premiums; collecting dossiers to serve the settlement of compensation and insurance payments”.
Article 124 of the 2022 Law on Insurance Business: "Insurance agents are organizations and individuals authorized by insurance enterprises, branches of foreign non-life insurance enterprises, and mutual organizations to provide microinsurance on the basis of insurance agency contracts to carry out insurance agency activities".
Point e, Clause 1, Article 128 of the 2022 Law on Insurance Business stipulates that insurance enterprises have the right to:
Inspect and supervise the implementation of insurance agency contracts, evaluate the quality of consulting and introducing insurance products of insurance agents and employees in organizing insurance agency operations".
Points a, g, Clause 2 of the 2022 Law on Insurance Business stipulate that insurance enterprises have the obligation:
Be responsible for the organization, management, and use of insurance agents;
Responsible for performing obligations according to agreements in insurance contracts arranged and concluded by insurance agents and employees in insurance agent operating organizations. In case insurance agents and employees in insurance agent operating organizations violate insurance agent contracts causing damage to the legitimate rights and interests of the insured and the insurance buyer, insurance enterprises, foreign non-life insurance enterprise branches, and mutual organizations providing microinsurance must still be responsible for performing obligations according to agreements in insurance contracts arranged and concluded by insurance agents".
Point a, Clause 2, Article 129 of the 2022 Law on Insurance Business stipulates that insurance agents have the obligation: "Performing obligations in insurance agency contracts".
The Ministry of Finance said that regarding readers' recommendations related to the implementation of the above insurance contract, the Ministry has issued an official letter transferring the content to Dai-ichi Vietnam Life Insurance Co., Ltd. for settlement according to the provisions of law and agreements in the insurance contract.
The Ministry of Finance proposes that in case readers want to denounce acts of fraud and deception of customers, they should comply with the provisions of Article 145 of the Criminal Procedure Code and guiding documents.
On June 24, Lao Dong Newspaper also contacted Dai-ichi insurance company. The company said it had received the information and would verify and respond to the newspaper.
