According to the overall plan being implemented, the entire city of Ho Chi Minh City will reduce the number of neighborhoods, hamlets, villages, and residential areas from 5,947 to 3,944 units - equivalent to a reduction of 2,003 units (33.68%).
Among these, 1,555 neighborhoods, hamlets, villages, and residential areas were maintained due to meeting all standards; 1,172 units were newly established based on the original arrangement with adjacent units and 1,217 units were reorganized through the separation and arrangement of residential areas.
The streamlining of focal points at the grassroots level leads to major changes in personnel. There are 5,846 non-specialized personnel in neighborhoods, hamlets, villages, and residential areas who have resigned from their duties. Along with that, about 12,399 people directly participating in activities in these areas will also finish their work.
Ho Chi Minh City also terminated the operation of 10,795 self-managed people's groups, residential groups under neighborhoods, hamlets, and residential areas in 66 commune-level administrative units in the former Binh Duong and Ba Ria - Vung Tau areas.
This means that about 21,590 group leaders and deputy heads of the above organizations will no longer continue to hold positions.
In total, the number of personnel at the grassroots level affected by this arrangement and streamlining process is nearly 40,000 people.
Rearranging operational forces in neighborhoods and hamlets
After arrangement, each neighborhood, hamlet, village, and residential area will be allocated 3 non-specialized personnel, with a total of 11,832 people.
Recently, the Ho Chi Minh City People's Council passed a resolution stipulating regimes and policies for non-specialized forces at the grassroots level after implementing the arrangement of administrative units and reorganizing neighborhoods, hamlets, villages, and residential areas.
For neighborhoods with 1,000 or more households; hamlets, villages, and residential areas with 700 or more households or located in key areas of national defense, borders, and islands, Party cell secretaries are entitled to allowances equal to 2.7 times the base salary. Heads of neighborhoods, hamlets, and villages and heads of Fatherland Front committees are entitled to allowances equal to 2.65 times the base salary.
For the remaining neighborhoods, hamlets, villages, and residential areas, Party cell secretaries receive 2.2 times the base salary level; neighborhood, hamlet, and village heads and heads of Fatherland Front committees receive 2.15 times the base salary level.
In addition to non-specialized forces, people directly participating in activities in neighborhoods, hamlets, villages, and residential areas are also supported monthly with 1.5 times the base salary/person. Depending on the population size, each area is arranged from 2 to a maximum of 8 people to participate in activities.
Supporting people who quit their jobs after arrangement
To recognize the contributions of grassroots forces when streamlining the apparatus, Ho Chi Minh City also issued support policies for those who resign from their duties.
Non-specialized workers in neighborhoods, hamlets, villages, and residential areas who quit their jobs due to organizational reorganization are supported with a one-time fee of 3 million VND/person.
People directly participating in activities in neighborhoods, hamlets, villages, and residential areas who quit their duties are supported with 2 million VND/person.
As for the head and deputy heads of residential groups and self-managed people's groups, when the operating model is terminated, they will be supported with 1 million VND/person.
