Receiving 22 Party Committees of corporations, general companies, banks
Implementing Decision No. 73-QD/dyU dated December 15, 2025 of the Government Party Committee on transferring party organizations and party members, on December 25, the Party Committee of the Ministry of Finance held a conference to hand over and receive party organizations and party members from the Government Party Committee to the Party Committee of the Ministry of Finance.
Accordingly, the Standing Committee decided to transfer the status quo of 22 Party Committees of economic groups, general companies, and state-owned commercial banks under the Government Party Committee to the Ministry of Finance Party Committee.
On behalf of the Standing Committee of the Government Party Committee, Comrade Nguyen Duc Phong - Deputy Secretary of the Government Party Committee acknowledged that in 18 years of building and developing the Central Enterprise Bloc, the Party building work of corporations, general companies, and state-owned commercial banks in the Central Enterprise Bloc Party Committee (now the Government Party Committee) has been carried out methodically, deeply and in accordance with the regulations of the Central Committee. Many units have gone through ups and downs in their activities, but the Party building work has been well implemented.

Comrade Nguyen Duc Phong stated that the transfer and acceptance is not simply an organizational change but has a special significance, ensuring the direct, comprehensive and regular leadership of the Party Committee of the Ministry of Finance for these 22 Party Committees in Party building work associated with political tasks and production and business.
Speaking at the Conference, Mr. Nguyen Van Thang - Member of the Party Central Committee, Member of the Government Party Committee, Minister of Finance, Secretary of the Party Committee of the Ministry of Finance emphasized that receiving the transfer of 22 Party Committees of economic groups, corporations and developed banks from the Government Party Committee to the Party Committee of the Ministry of Finance is an honor but also a great responsibility.
In order to implement the work of receiving and handing over, the Minister of Finance requested the advisory committees and three working groups of the Party Committee of the Ministry to closely follow the regulations of the Banking Party, plan No. 07 of the Government Party Committee, and first receive the status quo of 22 State-owned Enterprise Party Committees under the Government Party Committee, completing the report contents to submit to the Standing Committee before December 31, 2025.

Removing some obstacles
Requesting and pointing out some difficulties and problems, Comrade Nguyen Van Thang - Minister of Finance said: "After receiving 22 Business Party Committees, the number of current Party members has reached more than 51,000 Party members and 69 affiliated Party organizations. Up to now, this is the largest Party Committee among all Party Committees under the Government Party Committee. In terms of scale, the Finance Party Committee is larger than many provinces and cities".
However, the Party Committee of the Ministry of Finance currently performs the functions and tasks of the Party Committee at the grassroots level, causing some difficulties in leading and directing the implementation of tasks.
The Minister respectfully requested the Government Party Committee to report to the competent authority to decentralize the authority to the Party Committee of the Ministry of Finance to perform a number of tasks of the Party Committee equivalent to the provincial level.
Some grassroots Party Committees with a large number of Party members of 400 or more also have difficulty in leading and directing the implementation of tasks. Although the Party Committee of the Ministry of Finance has issued a document requesting the Government Party Committee to pilot the delegation of power, it has not yet come into practice.
According to Instruction No. 06 of the Central Executive Committee, the Party Committee at the direct superior level of the Party organization at the public service agency or unit is arranged with no more than 15 full-time staff. This regulation is causing difficulties for the Party Committee of the Ministry of Finance in organizing the implementation of tasks, affecting the ability to ensure good completion of assigned tasks.
The representative of the Ministry of Finance recommended that the Government Party Committee report to the Secretariat and the Central Organizing Committee to consider amending and supplementing regulations on the number of staff, at least 15 cadres, to ensure sufficient resources to effectively carry out assigned political tasks.
