The Ministry of Finance is seeking opinions from ministries and sectors on the draft Decree stipulating standards and norms for using cars.
Notably, Clause 2, Article 8 of the draft Decree on the scope, subjects eligible to use and authority to decide the number of cars serving general work stipulates as follows:
The following subjects are allowed to use cars for general work to perform responsibilities and tasks assigned by agencies, organizations, and units (not used to pick up and drop off from their residence to the agency and vice versa):
Positions from rank 8 Group IV List of positions and positions issued together with Regulation No. 368-QD/TW (adjusted according to Conclusion No. 31-KL/TW) or higher.
Comparing grade 8 Group IV List of titles and positions issued together with Regulation No. 368-QD/TW (adjusted according to Conclusion No. 31-KL/TW), positions include:
Heads of departments and equivalents at agencies and units directly under the Government.
Heads of departments and equivalents of the National Political Publishing House Truth, Vietnam National University, Hanoi, Vietnam National University, Ho Chi Minh City.
Deputy heads of departments under Department type 1 under central party committees and agencies; ministries, branches, and ministerial-level agencies.
Deputy heads of departments, deputy heads of faculties and equivalents of the academy directly under the Ho Chi Minh National Academy of Politics.
Deputy heads of departments and units at mass associations assigned tasks by the Party and State at the Central level.
Deputy Head of Sub-Department under Departments under Ministries.
Members of the Standing Committee of the Ho Chi Minh Communist Youth Union of the four Party committees directly under the Central Government: Government Party Committee, National Assembly Party Committee, Party Committee of Central Party Agencies, Fatherland Front Party Committee, Central mass organizations.
Member of the Executive Committee of the Party Committee of communes, wards, and special economic zones under Hanoi city and Ho Chi Minh City.
Heads of advisory and assisting agencies of commune, ward, and special zone Party committees under Hanoi and Ho Chi Minh City.
Heads of specialized agencies and other administrative organizations under the People's Committees of communes, wards, and special zones of Hanoi and Ho Chi Minh City.
Heads of professional departments of People's Councils of communes, wards, and special zones under Hanoi and Ho Chi Minh City.
Vice Chairman of the Vietnam Fatherland Front Committee, Heads of socio-political organizations of communes, wards, and special zones under Hanoi and Ho Chi Minh City.
Member of the Standing Committee of the Party Committee of Party agencies, Party Committee of the People's Committee of Hanoi City and Ho Chi Minh City.

Thus, according to the draft, positions such as Chairman of the Commune-level Fatherland Front Committee, Vice Chairman of the Commune People's Committee, Commune People's Council or higher will be allocated to use cars for general work. However, these positions are not allowed to use cars to pick up and drop off from their residence to the agency and vice versa.
