On April 13, Deputy Minister of Justice Nguyen Thanh Tinh listened to a report on the content serving the Government Standing Committee meeting on reducing administrative procedures (TTHC), investment and business conditions.
Notably, regarding the reduction of conditional business lines, currently, according to Appendix IV of the 2025 Investment Law, there are 198 conditional business lines, so compared to the period 2020 - 2025, 36 business lines have been reduced.
According to the requirements of Conclusion No. 18-KL/TW, ministries and agencies must continue to review and further reduce 30% of business investment sectors in Appendix IV of the 2025 Investment Law, corresponding to further reduction of about 60 conditional business investment sectors.
Implementing the Program to reduce and simplify administrative procedures related to production and business activities in 2025 and 2026 according to Resolution No. 66/NQ-CP dated March 26, 2025 of the Government, according to report data from ministries and sectors, accumulated to date, ministries and sectors have implemented plans to simplify and proactively abolish 264 administrative procedures, simplify 1,585 administrative procedures; reduced 2,427 business conditions (reaching a rate of 34.8%); corresponding to a reduction of 29.3% of administrative procedure implementation time and 37.97% of compliance costs.
Speaking at the working session, Deputy Minister of Justice Nguyen Thanh Tinh emphasized that, based on the results of cutting conditional business lines, it is necessary to add breakthrough solutions to shift from pre-inspection to post-inspection in conditional business.
Instead of conditional business, the law clearly stipulates business conditions, individuals who are eligible for business only notify the competent authority (on a digital platform) of business activities so that the competent authority in that field can grasp information to serve the post-inspection process.
At the same time, the law stipulates strict sanctions for cases of not meeting business conditions such as revocation of licenses, banning of business... In addition, focus on reducing and simplifying administrative procedures based on data.
Emphasizing the pioneering and leading role of the Ministry of Justice, the Deputy Minister requested units under the Ministry to be exemplary and focus on deploying work groups to successfully complete assigned tasks.
