Reviewing 120 projects, clearly distinguishing each "bottleneck
According to Mr. Tran Phu Loc Thanh - Acting Director of Can Tho City Department of Finance, the city currently has about 200,000 billion VND of investment capital that is being "frozen" or behind schedule in non-budget projects that have been and are being implemented. This is a very large social resource. If promptly unlocked, this capital source will create more growth momentum, directly contributing to the scale of the city's economy.
Implementing Plan No. 231/KH-UBND on reviewing, classifying and removing difficulties and obstacles for 120 overdue non-budget investment projects for many years, the Department of Finance has conducted a detailed review and divided the projects into 2 main groups.
The first group includes 21 projects facing legal obstacles, mainly related to land use right auctions and investor selection bidding.
The second group includes 99 projects without legal obstacles, but obstacles in the implementation process. The main causes are related to the financial capacity of investors, difficulties in site clearance, land valuation, resettlement land allocation...
Removing old projects, opening roads to welcome new capital
Along with handling backlog projects, Can Tho also recorded positive signals in attracting new investment. According to quick statistics, from the beginning of 2026 to now, the city has approved investment policies for 20 projects with a total registered capital of nearly 32,000 billion VND.

The Department of Finance hopes that leaders of departments and branches will directly remove difficulties and obstacles as well as urge investors in the implementation process. The important thing is that investors must do so that capital can be put into practical use in the economy.
Based on the planning, recently, the Department of Finance has advised the City People's Committee to report to the Standing Committee of the City Party Committee in 2 phases, with 90 projects continuing to invite investment, focusing on the fields of industry, industrial clusters, energy, urban areas... with large scale. Among them, there are 2 large urban development projects, the Department of Construction continues to implement steps to bid to select investors according to regulations.
However, leaders of the Department of Finance also pointed out obstacles in project appraisal coordination. Accordingly, some appraisal units are not close to the content under their responsibility, and there is still a situation of avoidance and pushing.
Some specialized departments have not clearly expressed their opinions; the appraisal opinions are still general, only mentioning regulations but lacking clear conclusions on whether they are consistent or not. In addition, the appraisal time in some cases is prolonged, not ensuring the process. These things have caused difficulties for the Department of Finance in the process of summarizing and advising the City People's Committee.
Focus resources on growth and disbursement
Recently, Mr. Truong Canh Tuyen - Chairman of Can Tho City People's Committee, requested directors of departments, branches and Chairmen of commune-level People's Committees to directly direct and be responsible for the quality and progress of participating in project appraisal opinions; absolutely not to let situations of avoidance, shirking responsibility or answering perfunctorily occur.
According to city leaders, removing difficulties for non-budget projects is not only aimed at promoting short-term growth but also has long-term significance in consolidating investor confidence, unblocking social capital flows and creating a foundation for sustainable development of Can Tho and the entire Mekong Delta region.
Regarding tasks in the last 4 months of 2026, the Chairman of Can Tho City People's Committee requested departments, branches, investors and localities to focus on stages that can create growth and specific results.
In which, accelerating the disbursement of public investment capital is identified as a key task. The city requests to focus on removing obstacles in site clearance and construction material sources; urge contractors and investors to accelerate construction and complete settlement procedures.
At the same time, continue to remove obstacles for backlog projects; support energy projects, production expansion projects of large enterprises such as Masan, Vinalines, Sun Group, Tay Do Steel...; create conditions in terms of land and land for enterprises to expand production scale, increase revenue and contribute to the budget.
City leaders also requested to enhance the responsibility of heads, strengthen inspection and urging of progress, and strictly handle cases of delays and harassment. The Office of the City People's Committee is assigned to closely monitor the implementation of tasks on the management system.
