On July 12, according to PV's investigation, Cao Bang Provincial People's Committee has just issued a decision authorizing the Director of the Department of Industry and Trade to carry out a number of administrative procedures in the electricity sector, creating conditions for renewable energy projects in the area.
According to the decision, the Director of the Department of Industry and Trade is authorized to issue Electricity Operation Licenses for waste power plants, biomass power plants with a capacity of less than 50 MW and other power sources with a capacity of less than 30 MW as prescribed.
The authorization period is effective from July 8, 2026 to the end of February 28, 2027.
The authorization can be terminated before the deadline if there is a replacement decision or falls into other cases as prescribed by law.
Cao Bang Provincial People's Committee requests the Director of the Department of Industry and Trade to be responsible before the Provincial People's Committee and before the law for fully performing the assigned tasks.
Periodically report the implementation results and promptly reflect difficulties and obstacles arising during the implementation process.
According to the decision, the Department of Industry and Trade is not authorized to re-entrust assigned tasks; at the same time, it must proactively arrange human resources and necessary conditions to perform tasks.
Documents issued within the authorized scope must use the agency name and seal of the Department of Industry and Trade of Cao Bang province.
The decentralization of power to issue electricity operating licenses is expected to shorten the time to resolve administrative procedures and improve the efficiency of state management in the electricity sector.
