On February 28, the People's Committee of Cao Bang province held a conference on basic construction and disbursement of public investment capital in 2025. Conference to connect online to the bridge points of 10 districts and cities.
By the end of January 2025, the disbursement rate of public investment capital in 2024 of Cao Bang province only reached 81.6% of the plan, not reaching the target of over 95%. However, this is considered a good result of this locality in the past 5 years. This contributes positively to GRDP growth in 2024, the locality reached 6.54%.
The reason for the slow disbursement progress is explained by the locality's recovery from the impact of storm No. 3 causing landslides, difficulties in transporting materials, and problems with site clearance and lack of materials.

Regarding the 2025 plan, up to now, Cao Bang province has allocated 97.1% of budget capital; as of February 25, the disbursement rate has reached 3.2% of the plan. The conference discussed the causes and difficulties in site clearance, lack of fill and proposed solutions to speed up progress.
At the meeting, Chairman of Cao Bang Provincial People's Committee Hoang Xuan Anh emphasized that 2025 is an important pivotal year, requiring all levels and sectors to be determined to overcome difficulties and synchronously implement solutions. Ensure reasonable capital allocation, avoid spreading investment, review site clearance procedures, remove material obstacles, and manage construction order.
Regarding disbursement, it is necessary to strengthen decentralization, assign specific responsibilities, develop plans according to time frames, and transfer capital flexibly to avoid waste.
The People's Committee of Cao Bang province will also issue a "Dicense on accelerating the implementation progress, disbursing public investment capital and capital to implement national target programs in 2025".
