Infrastructure is ready
According to the reporter of Lao Dong Newspaper on July 31, a number of gas stations under the Vietnam Oil Corporation (PVOIL) in Hanoi that were selected to pilot the sale of E10 gasoline have completed preparations and are ready to put this biofuel into business from tomorrow (August 1).
At PVOIL Nghia Tan store (Hoang Quoc Viet street, Nghia Do ward, Cau Giay district, Hanoi), the conversion is basically complete. This store has changed the name and price list on the electronic board.
"We reused the E5 gasoline pump, conducted a re-inspection to ensure safety. The store with 4 pumps will switch to selling E10 gasoline and stop trading E5 gasoline.
Yesterday (September 30), the technical team leader is replacing the signboard and pasting a new nameplate to prepare for the official sale of E10 gasoline from August 1", said the manager of PVOIL Nghia Tan gas station.
PVOIL Petroleum Store No. 194 Thai Thinh Street, Hanoi City, to increase recognition, each E10 gasoline pump here has a sign "E10 Biogasift - Environmentally friendly". The selling price of E10 gasoline is listed at VND 19,600/liter, about VND 570 cheaper than RON95-V gasoline (VND 20,170/liter).



According to Mr. Cao Hoai Duong - General Director of PVOIL, the pilot implementation of E10 gasoline sales from August 1, 2025 is a strategic step to help consumers gradually get used to the new biofuel, avoiding creating "shock" in the transition process.
Along with organizing a trial sale, PVOIL also promotes communication and propaganda work to bring the Government's policy on the use of environmentally friendly fuels into practical life. This pilot is also an affirmation of the proactiveness and readiness of businesses in synchronously deploying E10 gasoline business across the system as soon as the official roadmap is applied.
In terms of infrastructure, PVOIL has upgraded existing E5RON92 gasoline mixing stations at strategic warehouses across the country to serve E10 gasoline. The renovation items include repairing tanks, improving the mixing system and updating new technology to meet the technical standards of E10 biofuel.
PVOIL also aims to not only serve internal needs and existing distribution systems, but also be ready to provide E10 gasoline processing and processing services to other unit enterprises - contributing to ensuring stable supply for the entire market.
With a network of nearly 900 stores covering all provinces and cities and a nationwide port warehouse system, PVOIL has a clear advantage in quickly distributing E10 gasoline to consumers.
Regarding finance and personnel, PVOIL said it is ready to effectively implement the roadmap to switch to E10 gasoline. The enterprise focuses on training a team of highly qualified technical staff to meet the requirements of operating the biofuel processing and distribution system according to new standards.
"As one of the major units in the current petroleum market, we identify this as our responsibility to accompany the Government in implementing the green, clean energy development strategy, towards the goal of reducing emissions and protecting the environment in Vietnam," said Mr. Cao Hoai Duong.
The implementation method needs to be drastic and synchronous from the beginning
Talking with Lao Dong, Dr. Giang Chan Tay - owner of a petroleum retail business also expressed his agreement with the policy of encouraging the use of E10 gasoline to reduce emissions, protect the environment and move towards partially replacing fossil fuels. However, according to him, the key issue is that the implementation method needs to be drastic and synchronous from the beginning, avoiding repeating lessons from the previous implementation of E5 gasoline.
Mr. Tay said that in the context of the market still existing in many types of gasoline, the management agency cannot force retail businesses to prioritize E10 gasoline, nor can it force consumers to change their behavior without a comprehensive transformation.
"Consumers have the right to choose. When both mineral gasoline and biofuel are present in the market, consumers will tend to choose mineral gasoline due to long-standing consumption habits," he analyzed.
From that reality, Dr. Giang Chan Tay proposed that if we really want E10 gasoline to come into life, the Government needs to have a decisive and consistent policy. That is, only one type of fuel is allowed to circulate, E10. Domestic refineries - petrochemical plants as well as imported gasoline sources must be processed into E10 gasoline before being launched on the market".
According to Mr. Giang Chan Tay, such a consistent policy not only creates output for E10 gasoline products but also helps businesses reduce investment costs, do not have to purchase additional pumps, tanks or re-evaluate the fire prevention and fighting system, creating favorable conditions for widespread implementation.
