The People's Committee of Cao Bang province has just issued Decision No. 1310/QD-UBND on leasing 723,124.2 m2 of land in Co Ba and Bao Lac communes to Song Gam Hydropower Joint Stock Company to implement the Thuong Ha Hydropower project, Long Ho project (phase 2).
This decision was made to promote energy development, ensure electricity security and promote local economy, while fully complying with current legal regulations on land and environment.
Accordingly, Song Gam Hydropower Joint Stock Company will lease 562,009.3 m2 of land in Co Ba commune and 161,114.9 m2 in Bao Lac commune for the purpose of building a power project (DNL).
The land lease term lasts from the date of signing the decision to January 21, 2071 (50 years), based on Decision No. 108/QD-UBND dated January 21, 2021 of the People's Committee of Cao Bang province.
The form of land lease is annual payment and not through auction or bidding. The land rental price will be determined and notified by the Cao Bang Provincial Tax Department according to current regulations.

The Provincial People's Committee assigns specific responsibilities to relevant units in implementing the project. The Department of Agriculture and Environment is responsible for transferring information to determine financial obligations, sign land lease contracts, hand over land on site and revise cadastral records.
The provincial tax will calculate and notify the amount of land rent payable. The People's Committees of Co Ba and Bao Lac communes coordinate to determine boundaries, hand over land and supervise land use.
On the enterprise side, Song Gam Hydropower Company must use land for the right purpose, boundary and assigned area; at the same time, apply appropriate technological measures to effectively exploit, protect the environment and treat waste during construction.
The company also needs to comply with the project schedule, fully fulfill financial obligations and complete land registration procedures according to regulations.
The Thuong Ha Hydropower Project is an important part of the province's energy development plan, contributing to meeting electricity demand and promoting local socio-economic development.
It is known that a few days earlier, the People's Committee of Cao Bang province also approved Song Gam Hydropower Company to lease more than 1.2 million m2 of land (phase 3) in Khanh Xuan commune and Co Ba commune (old Bao Lac district) to implement the Bao Lac A Hydropower project.
According to the decision, the leased land area includes: 17,234.1 m2 for main and auxiliary works, 48,357.5 m2 for flood avoidance roads and 1,207,643.2 m2 for lake construction. The land lease term is extended to February 1, 2068, in accordance with the investment policy decision approved in 2018.
Notably, Song Gam Hydropower Company was exempted from land rent for the first 3 years to carry out basic construction. The form of land lease is annual payment and not through auction of land use rights.
To serve the Bao Lac A hydropower project, in addition to leasing other land areas, 18 hectares of natural forest have been converted to serve the construction of the project.
