Green energy key project in the North Central region
According to information from Nghe An Provincial People's Committee, Quynh Lap LNG Thermal Power Plant is planned in Dong Hoi Economic Zone, Hoang Mai town - one of the driving forces for industrial - energy growth in Nghe An province.
The project has a total investment of more than 2.15 billion USD, with a land use area of about 210 hectares (excluding port warehouse system and auxiliary infrastructure). The plant has a designed capacity of 1,500MW, divided into 2 generators of 750MW, operating according to mixed-cycle gas turbine (CCGT) technology, using imported LNG as the main fuel.
It is expected that the plant will consume about 1.15 million tons of LNG per year, providing electricity output of about 9-10 billion kWh/year. This is an important additional source for the Central - Northern power grid, especially in the context of Vietnam's strong shift from fossil energy to clean energy according to commitments in COP26 and Resolution 55-NQ/TW.
Not only playing a role in ensuring energy security, the project also brings a series of opportunities to develop supporting industries, logistics, logistics services and create thousands of direct and indirect jobs for local people. The formation of a specialized LNG receiving port in the Quynh Lap area will help upgrade the capacity of seaports in the North Central region, creating conditions for the Dong Hoi Economic Zone to develop into a modern industrial - trade complex.
The project has been included in the priority list for early implementation in the Power Plan VIII by the Ministry of Industry and Trade, with the goal of completion and operation in the period of 2028 - 2029, connecting to the 500kV Quang Trach - Quynh Luu - Thanh Hoa power grid.
Completing project implementation procedures
With the special importance of the project, Nghe An Provincial People's Committee has established an interdisciplinary working group, organizing many thematic meetings to resolve difficulties in legal procedures, planning and investor selection.
Recently, Vice Chairman of Nghe An Provincial People's Committee Phung Thanh Vinh chaired a meeting with relevant departments and branches to review progress and urge urgent tasks.
To date, at least 5 major domestic and foreign investors have been interested in and submitted project implementation proposals, including a consortium of investors from Korea such as SK Group. The selection of investors is expected to be completed in the third quarter of 2025.
In addition, the Provincial People's Committee assigned the Department of Construction to urgently update the planning of Quynh Lap seaport zoning, adjust the land area for LNG port implementation and auxiliary works, ensuring consistency and compliance with coastal planning. The Department of Natural Resources and Environment is reviewing the current status of land use and explaining the plan to convert the purpose of production forest land and aquaculture land to carry out site clearance work.
Vice Chairman of Nghe An Provincial People's Committee Phung Thanh Vinh said that the province is determined to strive to complete all legal procedures, clear the site, select investors, start the project and put it into commercial operation to ensure progress.
