The People's Council of Da Nang City, term X, 2021-2026, opened the 4th Session (Special Session) on the morning of November 11.
At this session, the City People's Committee submitted to the City People's Council to consider temporarily applying the "0 VND" fee when submitting online business registration documents, in order to encourage people to use public services and promote digital transformation.
According to Document No. 175/TTr-UBND (dated November 7, 2025), Da Nang proposed to temporarily apply the collection rate according to Resolution No. 18/2024/NQ-HDND of the People's Council of Quang Nam province (old) - regulating no fee collection for online business household registration. This proposal was made while waiting for a new resolution to be issued to unify the entire city after the arrangement of administrative units.
Currently, online business registration fees in Da Nang are being applied differently according to two old resolutions: Resolution 55/2021/NQ-HDND of Da Nang city and Resolution 18/2024/NQ-HDND of Quang Nam province. This difference has caused the online business household registration system at https://hokinhdoanh.dkkd.gov.vn to not be able to configure the general fee, leading to the city not being able to provide online public services for business household registration procedures.
According to the Economic - Budget Committee of the City People's Council, the temporary unification of the non-copper collection rate is necessary and in accordance with the provisions of Circular 47/2019/TT-BTC of the Ministry of Finance, in which businesses registering online are exempted from fees. This policy not only facilitates people and small business households but also strongly promotes the city's digital transformation goals.
The Economic - Budget Committee agreed with the proposal of the City People's Committee, and at the same time proposed to soon complete a separate resolution on the fee and charge rate of "0 VND" for administrative procedures carried out through online public services, and submit it to the City People's Council for consideration and promulgation.
This proposal is expected to help Da Nang become a pioneer in implementing digital government, serving people and businesses quickly, transparently and effectively.
