On the afternoon of January 9, Da Nang City People's Committee held a Conference to announce Resolution 259/2025/QH15 and promote investment in Da Nang City in 2026. Attending the conference were Politburo Member, Standing Deputy Prime Minister Nguyen Hoa Binh; National Assembly Vice Chairman Nguyen Duc Hai, along with leaders of central ministries and branches and more than 500 domestic and foreign investors.
Speaking to direct the conference, Standing Deputy Prime Minister Nguyen Hoa Binh emphasized that the National Assembly's promulgation of Resolution No. 259/2025/QH15 (amended and supplemented Resolution No. 136/2024/QH15) is a particularly important event, showing the deep concern of the Party and State for Da Nang.
According to the Deputy Prime Minister, in the context that Da Nang has just implemented the merger with Quang Nam province, a new development space has opened up with a larger scale and more diverse economic structure. Resolution 259 is the strategic "guide" for the city to restructure its growth model, maximizing the advantages after the merger.
The question posed today is not whether there is a mechanism or not, but how to organize implementation, with what level of responsibility and what are the results. In the context that Vietnam is becoming an attractive destination for global investment capital flows, the task set for Da Nang is to proactively anticipate new investment waves, creating a driving force for rapid and sustainable growth.
To avoid "missing the beat", the city must implement Resolution No. 259 drastically, choosing the right focus and key points. At the same time, fully prepare the necessary conditions to meet the increasingly high requirements of businesses and investors" - the Deputy Prime Minister directed.
At the conference, Da Nang City People's Committee announced investment policy approval decisions, investment registration certificates and investment agreement minutes for 16 projects with a total capital of 37,757 billion VND.
Da Nang has also awarded a Cooperation Agreement on digital transformation for the period 2026 - 2030 with Mobifone Telecommunications Corporation and a Memorandum of Understanding on investment in the Interior Carpet Production Plant at Tam Thang Industrial Park expansion (between Chu Lai Industrial Park Infrastructure Development One Member Limited Liability Company and Hyosung Quang Nam Co., Ltd.).
Resolution 259 this time focuses on amending 8 key articles, creating breakthroughs for the city in the fields of: Establishing a Free Trade Zone; attracting strategic investors; developing semiconductor microcircuits, artificial intelligence (AI); urban infrastructure according to the TOD model and urban railways.
Chairman of Da Nang City People's Committee Pham Duc An affirmed that Resolution 136 and then Resolution 259 have removed "bottleneck points" in institutions, creating a transparent legal framework for the city to "surpass itself" in the new era. The city is committed to building a dynamic government, ready to create a transparent and equal business environment for all economic sectors.
