Da Nang establishes three working groups to remove obstacles in public investment

Da Nang has only disbursed 18.4% of the capital of the transitional National Target Program. In less than 6 months, the city had to put about 1,053 billion VND remaining into livelihood projects and social security policies.

In mid-July, at the construction site of the new residential area of Xuan Hoa village, Que Phuoc commune, machinery was mobilized to level the ground and construct infrastructure. This is one of two urgent projects that the locality sets a target to complete in 2026, along with the project to overcome landslides in the residential area of Khanh Binh village.

This year, Que Phuoc commune was allocated more than 31.2 billion VND of public investment capital, implementing 79 projects, of which 47 projects are under the National Target Program for New Rural Construction.

Chairman of Que Phuoc Commune People's Committee Tao Thi To Diem said that the locality has assigned officials to monitor each project, regularly inspect the site, urge construction and complete disbursement dossiers.

However, problems related to land, design and finalization often involve many agencies, if not handled simultaneously, the project and capital will continue to be kept.

A similar situation occurs in Thang Binh commune. The locality is assigned a capital plan for 2026 of more than 96.9 billion VND, but some key projects are still facing compensation and site clearance problems.

In mountainous areas, the pressure is even greater as the rainy and storm season approaches. Traffic roads, residential areas, and landslide protection embankments, if not dismantled soon, will have to be constructed in unfavorable weather conditions, increasing the risk of delays and incurring costs.

Currently, 12 projects under national target programs are facing difficulties. The bottleneck is not only outside the construction site but also in dossiers and procedures.

According to the Department of Agriculture and Environment, the total capital of national target programs for the period 2021-2025 transferred to 2026 of Da Nang is more than 1,290 billion VND.

Of which, central capital is more than 822 billion VND, city budget is more than 459 billion VND, and the rest is commune-level budget.

By the beginning of July, the city had only disbursed more than 237 billion VND, reaching 18.4%. Thus, about 1,053 billion VND, equivalent to 81.6% of the plan, must still be disbursed before the end of 2026.

Faced with slow progress, Da Nang has established three working groups to directly inspect, urge and remove obstacles right in July.

Disbursement progress is required to be updated weekly, which clearly states which projects are slow, entangled in which stages, which agency is responsible and when to complete.

The biggest pressure lies in more than 822 billion VND of centrally transferred capital, because this capital must be disbursed 100% in 2026. Projects that no longer have the ability to absorb capital must be reviewed and transferred to other projects according to their authority.

In case contractors have weak capacity, are behind schedule or violate the contract, they must be handled and replaced according to regulations.
