Van Don Special Zone has an area of about 2,171.33km2, converging all the natural and man-made elements when located in the beautiful Bai Tu Long Bay, with many limestone islands and beautiful caves, connecting to Ha Long Bay; has an important socio-economic and political position for Vietnam and the international community when located on the strategic transit route from East Asia to Southeast Asia, ASEAN - China, located in the cooperation area of "Two corridors, one belt" Vietnam - China; the expanded economic corridor of Nam Ninh - Singapore and the inter-regional cooperation area of the Gulf of Tonkin.
To build Van Don Special Zone into a new-generation economic special zone, leading the country with specific mechanisms and policies, the Central Government has agreed to allow Quang Ninh province to coordinate with the Ministry of Finance to pilot the development of specific mechanisms and policies for Van Don Special Zone.
The People's Committee of Quang Ninh province has established a Working Group to develop a pilot project for specific mechanisms and policies for Van Don economic zone, Mr. Bui Van Khang - Chairman of the People's Committee of Quang Ninh province - as Head of the Working Group; Mr. Cao Tuong Huy - Member of the Provincial Party Committee Standing Committee, Party Secretary, Chairman of the People's Council of Van Don Special Zone - as Standing Deputy Head and directly directing the Advisory Department to assist in personnel work.

The project is built on experience and international integration trends to ensure clarity, simplicity, and effective application. The approach is similar to that of special economic zones in the world, such as Hong Kong, Hong Kong, Hong Kong, Singapore, South Korea, China, Malaysia, UAE, etc., ensuring harmonious benefits between the state, people and investors.
Currently, the People's Committee of Quang Ninh province has reported to the Ministry of Finance, submitted to the Government Standing Committee for consideration and comments.
The project proposes 8 groups of specific mechanisms and policies, with 23 component policies to create an outstanding and inclusive legal corridor from investment attraction, land management, marine economic development, finance - budget, entry and exit, human resources to the special- zone government model.
In which, group 1 attracts strategic investors; group 2 establishes free trade zones; group 3 manages land; group 4 develops marine economy; group 5 manages finance and state budget; group 6 regulates entry and residence; group 7 attracts and develops human resources; group 8 organizes and operates the special zone government.
Van Don Special Zone is one of three special zones in the country (Van Don, Van Phong, Phu Quoc) that the Prime Minister is directing to pilot the development of specific mechanisms and policies. In particular, Van Don is identified as a pioneer, pioneering in building specific mechanisms and policies.
