Pioneering electricity industry officials
According to Mr. Tran Duc Dung - Director of Dien Bien Power Company, in 2026, the electricity supply situation nationwide is forecast to continue to face many difficulties.
In the first 3 months of the year, the maximum capacity of customers in Dien Bien increased by 9.1% compared to the same period in 2025. It is forecasted that in the peak months of the hot season and the end of the year, it will increase sharply.
From those difficulties, Dien Bien Power continues to coordinate with the Department of Industry and Trade and agencies to promote the development of self-produced and self-consumed rooftop solar power, encouraging the installation of combined energy storage systems (BESS) to reduce peak hour load and increase local power source autonomy.
Not only stopping at slogans, recently officials and employees of the Na Sang Regional Power Management Team also pioneered the installation of rooftop solar power.

According to Mr. Tran Duc Dung, from the beginning of 2026 to now, the whole province has had 23 more customers installing rooftop solar power with a total capacity of 258.5 kWp.
Currently, 100% of officials and employees in the Company have registered to install self-producing and self-consuming rooftop solar power with an expected capacity of about 1,350 kWp.
Dien Bien also sets a target to strive for about 10% of public offices (equivalent to more than 100 customers) and 10% of households (equivalent to more than 14,000 customers) to install and use self-produced and self-consumed rooftop solar power.
Large-scale planning
Along with renewable energy solutions, in 2026, the Company will continue to implement investment projects to build power grids, key projects focusing on renovating key power lines, and completing the output line after the Dien Bien 220kV substation.
For particularly difficult and key areas of national defense and security, where the plan to extend the national grid is not feasible, the electricity industry is researching solutions to use solar power for households.

According to the plan, the total capacity of all types of power sources in the period 2025 - 2030 will reach nearly 3,000 MW (of which wind and solar power account for a large proportion).
Currently, the province is implementing the construction of 4 hydropower projects, and has approved investment policies for 18 renewable energy projects with a total capacity of nearly 700 MW.
Dien Bien is proposing to supplement the Power Plan VIII in the province. Specifically, supplementing the capacity target of solar power projects in the period 2026 - 2035 to reach 8,622 MW. Supplementing the capacity of wind power projects in the period 2026 - 2030 to 1,398 MW.
At the same time, propose a large-scale centralized BESS energy storage system of about 6,000 - 8,000 MW to serve system dispatch and provide auxiliary services.
Recently, the province also approved Vinenergo Energy Joint Stock Company (Hanoi) to be the investor of the Dien Bien 1 Solar Power Plant project. The plant has a designed capacity of up to 300 MW, expected to contribute about 482.411 MWh of electricity annually.
The project has a total investment capital of more than 5,371 billion VND. Of which, 30% of the total investment capital (equivalent to 1,611 billion VND), the remaining 70% of capital will be mobilized.
According to the committed progress, the plant will start construction no later than the fourth quarter of 2026 and officially put into operation in the fourth quarter of 2027.
