Mr. Pham Duc Toan - Permanent Vice Chairman of Dien Bien Provincial People's Committee - has just signed a decision to exempt land rent for the BHL Dien Bien Cassava Starch Processing Factory project of BHL Dien Bien Agricultural Products Processing Joint Stock Company (located in Tan Ngam village, Nu Ngam commune).
The exemption period is 13 years. In which, the basic construction period is 2 years according to regulations; the rental exemption period is 11 years according to regulations (investment projects in areas with particularly difficult socio-economic conditions).
It is known that the land area for the project is over 174,000 m2. The land rent exemption period is calculated from May 28, 2025.
Also according to the People's Committee of Dien Bien province, in case the competent state agency discovers that BHL Dien Bien Agricultural Products Processing Joint Stock Company is using land that has been exempted from land rent but does not meet the conditions for being exempted from land rent according to regulations... the Company must return to the state budget the exempted land rent.
Previously (March 15, 2024), the People's Committee of Dien Bien province approved the investment policy and approved the investor of the BHL Dien Bien Cassava Starch Processing Factory project.
The project has an area of land, water surface, and a site expected to be used over 287,000 m2. Of which, the land for building a cassava starch processing factory is over 174,000 m2; the land for testing and processing cassava is over 112,000 m2.
The project's investment capital is over 283 billion VND. The project's operation period is 50 years (from the date the Investor is decided by the Provincial People's Committee to allocate land, decide on land lease, decide on conversion of land use purposes).
