The sea area assigned belongs to the Co To Special Zone sea area, with an area of 209.8ha, a depth of use from 0m to 12m, a term of use until December 31, 2050 and implements the form of annual payment for sea area use. The collection level for sea area use is 4,000 VND/ha/year according to current regulations.
According to the Decision, Dong Sea Jumping Squid Joint Stock Company is responsible for using the sea area for the right purpose of aquaculture, in accordance with the boundaries, area and deadlines assigned; not affecting national defense, security, maritime traffic and other legal activities.
At the same time, businesses must comply with marine environmental protection regulations, fully fulfill financial obligations, and not arbitrarily expand the area or change the farming form without the approval of competent authorities. The use of the sea area can only be implemented after the business completes all procedures and obligations according to the provisions of law.
Along with that, functional agencies of Quang Ninh province are assigned the task of strengthening inspection and supervision, ensuring that marine farming activities take place in accordance with regulations, safely and effectively.
It is known that Bien Dong Jumping Squid JSC is a pioneer enterprise in successfully building a marine farming ecosystem with about 13,000m2 of cages and more than 151,000m3 of farming in the sea area of Khanh Hoa. This is also the largest area of semi-natural squid farming cages in Southeast Asia.
According to the dossier, the aquaculture project in Co To Special Zone is designed according to an industrial marine farming model, applying high technology. In which, the core part is infrastructure including 20 HDPE round cages with a diameter of 23m and 20 square cages with dimensions of 6x6m, along with an operating house system, floating power station and bridges serving operation.
Dong Sea Jumping Squid Joint Stock Company will focus on farming marine fish, mollusks, squid and seaweed. These are groups of products with high economic value, suitable for the province's sustainable marine farming development orientation. Expected output will reach about 670,000 tons/year.
The assignment of the sea area to the East Sea Jumping Squid Joint Stock Company to deploy aquaculture in the Co To Special Zone is expected to contribute to promoting marine economic development in a sustainable and modern direction. Thereby, not only effectively exploiting the potential and advantages of the Co To sea area but also creating motivation to transform production methods from exploitation to high-tech aquaculture, improving product value and protecting aquatic resources.
At the same time, the project going into operation will contribute to creating jobs for local workers, forming a chain of links from production, purchasing to processing, and consumption of products, thereby promoting the development of fishery logistics services and marine economy in the Co To Special Zone. This is also a specific step in concretizing the direction of sustainable marine farming development, associated with protecting the ecological environment and ensuring national defense and security in the sea and island areas, creating an important premise for replicating modern marine farming models.
