On June 2nd, Vice Chairman of Can Tho City People's Committee Nguyen Van Hoa and leaders of relevant departments and agencies had a working session with the working delegation of the French Development Agency (AFD) on the Green Urban Development Project adapting to climate change in Nga Bay, Can Tho City.
The project has a total investment of more than 1,111 billion VND, of which the loan from AFD is more than 780.5 billion VND, the initial implementation time is in the period 2023-2026.
At the working session, the parties discussed solutions to start the technical support component and acknowledged the extension of the project implementation time to the end of 2028.

Mr. Julien Seillian - Director of the French Development Agency in Vietnam - said that the official start of the technical assistance consulting contract is an important milestone, showing the contributions and close coordination of many stakeholders.
At the same time, Mr. Julien Seillian expressed his belief in the success opportunity of the project based on the sustainable partnership between France, the European Union, Vietnam and Can Tho City.
The AFD Director in Vietnam stated clearly that the vision and goals of the project are not only limited to the local scope but also aimed at long-term goals.
Mr. Ignacio Oliver Cruz - Cooperation Attaché of the European Union Delegation to Vietnam - said that the project is not purely limited to investing in infrastructure, concrete or cement, but aims to improve management capacity and strengthen long-term adaptive systems, protecting safety for people in Can Tho City.

Mr. Nguyen Van Hoa - Vice Chairman of Can Tho City People's Committee - stated clearly that the city is particularly interested in the Green Urban Development Project adapting to climate change at Nga Bay.
According to the Vice Chairman of Can Tho City People's Committee, although the initial period was prolonged due to the impact of procedures for approving policies and agreements, the city has now completed all these procedures to be eligible for smooth implementation.
Regarding the action plan including three professional components and implementation roadmap from now until 2028, the Vice Chairman of Can Tho City People's Committee agreed on the content and requested the advisory group to urgently complete the official plan document and send it to the locality.

Leaders of Can Tho City People's Committee expressed their pleasure at the results of negotiations on extending the project implementation time, extending the agreement to 2028 and the credit disbursement deadline of AFD to the end of January 2031.
The project has a total investment of 1,111 billion VND (equivalent to 44.457 million Euros). Of which, AFD loans are 28.645 million Euros (780.5 billion VND), non-refundable ODA capital is 1.5 million Euros (40.8 billion VND) and counterpart funds are 14.312 million Euros (389.9 billion VND).
The Green Urban Development project adapting to climate change at Nga Bay has 4 main components. Component A is to minimize flooding risks, including building about 20km of rainwater drainage pipes and 3 new embankment lines. Component B is to improve wastewater management, including 13km of collection culverts, 4 pumping stations and 1 wastewater treatment plant with a capacity of 3,800 m3/day and night. Component C is to renovate the city and public space, focusing on renovating Xang Thoi lake and creating landscape. Component D is technical support.
The project affects 397 households on an area of nearly 56.7 hectares with a total estimated compensation and resettlement support cost of 158 billion VND.
