Many localities have double-digit growth rates

On the morning of 5.5, at the opening session, Member of the Politburo and Prime Minister Pham Minh Chinh reported to the National Assembly to supplement the results of the implementation of the socio -economic development plan in 2024 and the implementation of the socio -economic development plan in the first months of 2025.

Completed and streamlined organizational structure, reduced to 14 ministries and 3 ministerial -level agencies (decreased by 8 sets, ministerial -level agencies, government -attached agencies). At the same time, quickly, drastically and effectively deploy the arrangement and reorganization of administrative units at all levels and develop a model of two -level local government organizations.

Waste prevention and control work has received special attention and achieved positive results, especially in handling backlogged and prolonged works and projects that cause loss and waste of resources...

The Prime Minister said that although traditional growth drivers have been effective, they have not met expectations; public investment disbursement is still low; administrative procedures are still cumbersome; decentralization and delegation of power are not thorough, still concentrated at the central level, causing congestion and inconvenience to subordinates... The cause of limitations and inadequacies is due to the world situation fluctuating rapidly, complicatedly, unpredictably, exceeding forecasts; a number of cadres and civil servants with capacity have not met requirements, are not determined, close, still insensitive, avoidable, shirking, and afraid of responsibility.

Towards a growth target of 8% or more

To achieve the target of GDP growth of 8% or more in 2025, the scale of the economy will reach over 500 billion USD (expected to be 30th in the world, up 2 places), GDP per capita will reach over 5,000 USD, Prime Minister Pham Minh Chinh clearly stated 11 key groups of tasks and solutions.

In particular, the Prime Minister noted to closely monitor the international and domestic situation, proactively forecast and have flexible and timely policy responses, especially for the new tariff policy of the United States; prioritize promoting growth associated with macroeconomic stability, controlling inflation, ensuring major balances of the economy...

The Prime Minister also requested the institutionalization, concretization, and drastic and effective implementation of recent resolutions of the Central Committee and the Politburo; research, develop, and apply a new legal framework to promote science, technology, innovation, green transformation, digital transformation; develop specific policies for the development of border economic zones, free trade zones, and economic zones with great potential such as Van Don, Van Phong, new economic zones, etc.

In 2025, at least 30% of unnecessary business investment conditions will be abolished; at least 30% of the time for handling administrative procedures will be reduced; at least 30% of administrative procedure costs will be reduced... - Prime Minister Pham Minh Chinh said.

The Prime Minister emphasized that it is necessary to widely reform the state management, complete the organizational model of the political system with the spirit of "not half -hearted, to the end, thoroughly". He also requested to complete the review, amendment or promulgation of new legal documents guiding the implementation of the merger of the provincial administrative units and the formulation of a two -level local government organization model before June 30, ensuring smooth, continuous operation, not creating legal gaps and breaking activities of people and businesses.
