E-commerce and the digital economy are increasingly becoming important growth drivers, expanding business opportunities for businesses, household businesses and individuals. However, rapid development also poses challenges in terms of taxes, goods control, data protection and consumer rights.
The Law on E-commerce, effective from July 1, is expected to complete the legal corridor, promote the market to develop transparently, safely and sustainably.
Ms. Mai Thi Nghia Le - Head of Personal and Household Tax and Other Revenue Department, Ho Chi Minh City Tax Department - said that the Tax sector aims to build sustainable revenue sources by accompanying and supporting taxpayers to comply with the law. For business entities on digital platforms, Ho Chi Minh City Tax Department promotes propaganda to help taxpayers understand correctly, do correctly and pay taxes in accordance with regulations.
Tax authorities regularly post instructions on websites, digital platforms and organize livestreams to help people and businesses promptly grasp new policies.
The tax declaration and payment process has been digitized. Taxpayers can carry out procedures, look up and submit dossiers through the Tax sector's Public Service Portal or the eTax Mobile application without having to go directly to the tax authority.
According to Ms. Nghia Le, in the coming time, Ho Chi Minh City Tax Department will continue to upgrade technology infrastructure, complete electronic applications to limit system congestion, transmission errors and technical problems, thereby creating the most favorable conditions for taxpayers to fulfill their obligations quickly and effectively.
Meanwhile, market control is also tightened to ensure a healthy competitive environment.
Mr. Nguyen Quang Huy - Deputy Head of Ho Chi Minh City Market Management Sub-Department - said that Ho Chi Minh City is the largest economic center in the country and an important logistics hub, so the scale of e-commerce transactions is very large. This also increases the risk of the emergence of counterfeit goods, smuggled goods, goods of unknown origin or infringement of intellectual property rights.
According to Mr. Huy, the unit is currently not only strengthening inspections in traditional areas but also promoting supervision on e-commerce platforms and social networks. Many inspection plans are continuously implemented, even outside office hours, due to online business activities taking place 24/7.
To improve the efficiency of handling, the Ho Chi Minh City Market Management Sub-Department closely coordinates with the Police, Customs, Border Guard and related units within the framework of the Ho Chi Minh City Steering Committee 389. The goal is not only to handle violating sales points but also to cut off the supply of illegal goods through control from import, transportation, storage to distribution.
In addition, functional agencies also coordinate with technology businesses to exploit data and apply digital technology in reviewing and screening accounts, booths and websites showing signs of violations, as a basis for verification and handling according to regulations.
