Common concerns of many subscribers
On the morning of May 12, at a Viettel store on Sai Dong street, Hanoi, Ms. Oanh was taken by her daughter to carry out information verification according to the regulations in Circular 08/2026/TT-BKHCN. Recently, when radio, newspapers, and television continuously mentioned the need to be the owner to avoid SIM card locking, she felt very worried, so she proactively urged her daughter to arrange work to take her to complete procedures immediately for peace of mind because she did not want to have her phone number that has been attached to her for many years "locked".
Accompanying her mother, Ms. Lan, currently living in Viet Hung urban area, Viet Hung ward, Hanoi, said that her mother's phone number has been used for a long time, so she is very afraid that her SIM card will be locked and she will not be able to contact relatives and elderly friends, who are not easy to save other numbers.
Ms. Lan said that she and her family completely support the current policy, but must arrange a work schedule to have time to take her mother away. According to her, verifying information, although it may take a little time for everyone, is an effective protection solution to protect everyone from the current online scam situation.

Ms. Lan's concern reflects the reality that in the past time, many people have been constantly harassed by scam calls, from virtual winning notifications to unfounded debt threats.... Ms. Lan believes that if all phone numbers are owned and clearly identified, the problem of junk SIMs will no longer have "land to act", stopping the illegal profiteering path of scammers.
Ms. Nguyen Hong Minh (38 years old) is also one of many people who verified information at the end of the afternoon. 5. Immediately after finishing work, Ms. Minh rushed to the store to verify her subscriber information according to regulations because she was worried about being blocked from calling and texting, seriously affecting her daily work.
Due to the nature of her work, Ms. Minh almost has no free time during office hours. Thanks to Viettel opening to serve throughout the evening, office workers like her have suitable time to go to the store to verify personal information. She appreciates this flexibility and sees this as extremely convenient and practical support from the network operator.
At the present time, network operators such as Viettel, VinaPhone or MobiFone are locking SIM cards according to the roadmap specified in the Circular.
One arrow hits multiple targets
In fact, subscriber information verification does not only take place at physical stores. Instead, most subscribers have done it directly on the VNeID application and the network operator's application due to convenience and incentives for each network operator. (Currently, Viettel said that successful subscribers verifying information through the MyViettel application will receive up to 50,000 VND added to their account).
Meanwhile, physical stores mainly solve cases of problems in the process of implementing on the application, parents who want to transfer phone numbers to their children's name or older subscribers who are not familiar with smartphone operations....
The subscriber information verification campaign is being drastically implemented nationwide. This is a great effort of management agencies and telecommunications businesses to strictly implement Circular No. 08/2026/TT-BKHCN, officially effective from April 15, 2026, on guiding mobile subscriber information verification.
According to the spirit of this new regulation, each operating phone number must be associated with absolutely accurate identification with four mandatory information fields. These are personal identification numbers, full full name, date of birth and especially facial biometric information. All collected data must be completely consistent with the National Population Database system.
This move means that the "era" of pre-activated SIMs, SIMs of unknown origin will have to close, giving way to a more transparent and safe telecommunications ecosystem.
