On October 17, the Ministry of Construction issued a telegram: Strengthening control of supply, demand and prices of construction materials; reviewing and announcing prices of construction materials, unit prices for labor, prices of construction machinery and equipment, and construction price indexes in the locality.
The document stated that the Ministry of Construction found that there is still a situation where some localities have not properly implemented regulations on the time and time of announcing construction material prices, labor unit prices, construction equipment and machinery prices, and construction price indexes.
As of October 14, 14 localities nationwide have announced material prices for September and the third quarter of 2025; the remaining localities will announce prices until August or the second quarter of 2025.
15 localities announced unit prices for labor in 2025; 14 localities announced unit prices for workers in 2025.
The Ministry of Construction said that through market monitoring data, the prices of some exploited construction materials (such as sand, stone, and earth) have tended to fluctuate and increase in recent months.
The first 9 months of 2025 recorded a continuous increase in the price of sand and construction materials; especially natural sand, with the largest increase at the end of the second quarter of 2025 with an increase rate of up to 58.4%; construction stone prices have increased by 10-18% each quarter from the beginning of 2025 to present.
In response to the request of the Government and the National Assembly's Economic and Financial Committee to continue guiding provinces and cities, the Ministry of Construction requested the People's Committees of provinces and cities to focus on inspecting and directing the implementation of the tasks directed by the Prime Minister.
In which, it is noted:
Direct the Department of Construction to focus on announcing construction material prices, labor unit prices, factory and construction equipment prices, construction price indexes to ensure compliance with regulations on content and time according to the provisions of Circular No. 11/2021/TT-BXD dated August 31, 2021 of the Minister of Construction guiding a number of contents on determining and managing construction investment costs and instructions on reviewing zoning areas announced after implementing local mergers.
Direct the Department of Construction to urgently coordinate with relevant agencies and units in the locality to collect information on the market price of construction materials through large construction materials manufacturing and trading enterprises (according to the provisions of the Law on Price Listing and Declaration) and investors and construction contractors in the area (according to the responsibility of providing information on prices in Clause 6, Article 8 of Circular No. 11/2021/TT-BXD) to have a data source to serve the work of synthesizing and announcing construction material prices.
Direct the Department of Construction and relevant agencies and units to inspect and clearly identify the causes affecting the price increase of construction materials in the locality; deploy solutions to stabilize the construction material market and send reports to the Ministry of Construction for synthesis and monitoring.
Direct relevant agencies to urgently review, evaluate, and synthesize the needs of construction materials in the area to adjust and supplement the Plan for the development of construction materials in the locality, and at the same time review, classify and supplement areas of minerals for common construction materials (river sand, lake bed, sea area; construction stone; filling soil...) with potential to the plan to protect, explore, exploit and use mineral resources in the provincial planning submitted to competent authorities for approval; promote the granting of licenses for mineral activities for common construction materials (Group III, Group IV) to increase supply, limit shortages, contribute to preventing price increases and promptly meeting the demand for materials in the area.
