Presenting a report on the implementation of the 2024 socio-economic development plan and the projected 2025 socio-economic development plan at the 8th Session of the 15th National Assembly (October 21), Politburo member and Prime Minister Pham Minh Chinh said that the 9-month GDP growth reached 6.82%, among the countries with high growth rates in the region and the world.


Strive for GDP growth rate to reach over 7%

The Prime Minister said that according to the Government's assessment, from the beginning of the year until now, the socio-economic situation has been more positive month after month, higher quarter after quarter, and the first 9 months have achieved many important results, higher than the same period last year in most areas.

It is estimated that 14/15 targets for the year will be achieved and exceeded (the target of GDP per capita will be achieved if GDP growth is over 7%). Notably, the target of labor productivity growth exceeded the set plan, after 3 years of not achieving it.

GDP growth in the first 9 months reached 6.82%; estimated for the whole year at 6.8 - 7%, higher than the target assigned by the National Assembly (6 - 6.5%), belonging to the group of countries with high growth rates in the region and the world, highly appreciated by many large and prestigious international organizations.

The average consumer price index (CPI) in the first 9 months increased by 3.88% (in the context of increasing wages). The foreign exchange market was basically stable, and interest rates decreased. The State budget revenue in the first 9 months reached 85.1% of the estimate, up 17.9% over the same period.

Our country's international indexes and rankings on development, competitiveness and innovation have improved significantly, such as the business environment ranking increasing by 12 places; the global innovation index increasing by 2 places, the human development index increasing by 8 places and the happiness index increasing by 11 places.

In the final months of the year, the Government will review and evaluate the implementation of the 2024 targets, thereby focusing with high determination, great efforts, drastic actions, striving to achieve and exceed all 15 main targets set.

“Maintain momentum, maintain development pace, promote growth associated with maintaining macroeconomic stability, controlling inflation and ensuring major balances of the economy; strive for GDP growth rate of over 7% for the whole year, controlling inflation below 4.5%; credit growth of about 15%; state budget revenue increasing by at least over 10%; minimum public investment disbursement rate reaching 95% of the Government's budget” - the Prime Minister emphasized.

Social security

Prime Minister Pham Minh Chinh said that social security is guaranteed.The Government will increase the basic salary and adjust pensions, social insurance, preferential allowances for people with meritorious services, and social allowances from July 1, 2024, while effectively implementing solutions to ensure salary increases without price increases.At the same time, preferential policies for people with meritorious services to the revolution will be well implemented.
Sustainable poverty reduction solutions and policies will be effectively implemented in the spirit of "leaving no one behind".The poverty rate decreased by 1% to 1.93%; the happiness index increased by 11 places, ranking 54/143.

Social housing construction has achieved positive results.In a short time, over 6,000 billion VND has been mobilized for the movement to eliminate temporary and dilapidated houses.The Government has provided over 432 tons of rice, provided emergency support of 430 billion VND to localities and is reviewing the total damage to continue providing support.The Vietnam Fatherland Front has mobilized and received over 2,150 billion VND to support people affected by storm No. 3.

Assessing the expectation of GDP growth rate reaching over 7% this year 2024, National Assembly Delegate Tran Hoang Ngan (Ho Chi Minh City Delegation) said that this is very feasible. Delegate Tran Hoang Ngan explained that in the first 9 months of the year, the processing and manufacturing industry grew well, total retail sales of consumer goods were also high. At the same time, exports and investment also increased, including the issue of attracting foreign investment, the highest disbursement in the past 5 years.

Domestically, according to the representative of the Bank for Retail Consumption, goods and services have grown strongly. The infrastructure foundation is responsive.

Regarding institutions, this time the National Assembly has put forward 31 draft laws and resolutions for discussion. “Breakthroughs in science and technology will help us accelerate. Vietnam already has that, every Vietnamese person already has this problem. We must awaken this potential so that science and innovation can develop,” Mr. Ngan emphasized.

Another issue mentioned by Delegate Tran Hoang Ngan is belief and aspiration. “General Secretary and President To Lam has blown this issue, blown a belief, blown a motivation, blown an aspiration that everyone knows must enter an era of national growth” - Delegate Tran Hoang Ngan said.
