On May 30, the Prime Minister's Working Group on the peak of the fight against, prevention and repelling of smuggling, trade fraud and counterfeit goods (Working Group 950 worked with the Hanoi People's Committee on implementing Official Dispatch No. 65/CD-TTg and Directive No. 13/CT-TTg of the Prime Minister in Hanoi.
Informing about the prevention and control of counterfeit goods in Hanoi in the first 5 months of the year, Ms. Nguyen Kieu Oanh - Deputy Director of the Hanoi Department of Industry and Trade said that the situation of production and trading of counterfeit goods, infringement of intellectual property rights, unknown origin... in the area continues to develop complicatedly.
Activities taking advantage of e-commerce to produce, trade, transport prohibited goods, smuggled goods, goods of unknown origin, counterfeit goods, poor quality goods, infringements of intellectual property rights... tend to increase.
In the first 5 months of the year, the functional forces of the City Steering Committee 389 inspected 9,587 cases, handled 8,770 violations of smuggling, trade fraud and counterfeit goods (including 107 cases prosecuted with 163 defendants), and collected more than 2,000 billion VND to the state budget.
However, violators are strictly organized, in a wide area, inter-provincial and inter-linear; regularly changing methods, taking advantage of modern technology and social networks to conceal their violations, making it difficult for authorities to investigate, verify, fight, prevent and handle. The coordination and information sharing between forces at times and in some places is not timely and synchronous.
Regarding solutions, the Steering Committee 389 of Hanoi City proposed to soon amend and supplement current legal documents, including national technical regulations and national standards for food, creating a clear legal basis for businesses to self-declare products, at the same time, helping authorities have a basis to inspect and supervise the quality of products circulating on the market.
In addition, ministries and branches consider and supplement human resources, equipment, materials and apply science and technology to quality assessment organizations, laboratories, testing...; supplement specialized evidence warehouses with preservation conditions suitable to the characteristics of seized goods such as food, cosmetics, electronic equipment, etc.
Director of the Hanoi Department of Industry and Trade Vo Nguyen Phong said that the view of Hanoi city is that "prevention is basic - handling is decisive".
In addition to strengthening professional measures, detecting and strictly handling violations, the city will focus on enhancing the effectiveness and efficiency of the operations of functional forces, enhancing the role and responsibility of leaders in the fight against smuggling, trade fraud and counterfeit goods.
At the meeting, Mr. Nguyen Sinh Nhat, Deputy Minister of Industry and Trade, Deputy Head of the Prime Minister's Working Group emphasized that smuggling, trade fraud and counterfeit goods, many cases of fake milk, fake medicine, fake cosmetics... are very serious incidents, affecting people's lives.
In the coming time, in addition to closely following the central's instructions, the functional forces of Hanoi city will continue to strengthen inspections in the spirit of "sterk, fast, accurate, strict".
Some areas to note are Quang Minh Industrial Park, hapulico drug market, Ninh Hiep market, craft villages, ... with the potential risk of smuggling, trade fraud and counterfeit goods.
