Speaking to Lao Dong on the morning of May 20, delegate Pham Van Hoa (Dong Thap delegation) emphasized that hundreds of tons of counterfeit goods that the authorities "not knowing" have emerged for many years, causing frustration for the people.
The delegate suggested strict handling, criminal prosecution, and the highest penalty for those who violated the law.
"Responsibility in the field of food hygiene and safety is the responsibility of the Ministry of Health. Regarding counterfeit, fake, and poor quality goods, the Ministry of Industry and Trade is responsible. These two ministries must be responsible for inspection but violations have occurred in many places, many places, especially in big cities", the delegate pointed out the responsibility of state management agencies
According to the delegate, places that produce and trade counterfeit goods are not in the countryside, in the barren mountains. These are very airy places, convenient streets, facilities, and factories that state agencies cannot detect, which is unreasonable.
The delegate also agreed with the mindset of shifting from pre-inspection to post-inspection. From there, agencies must coordinate to conduct post-inspections and product quality inspections. However, in recent times, many establishments producing and trading counterfeit, smuggled, and poor quality goods have had to fight back and support the authorities.
Because if implemented seriously, no product can escape the attention of the authorities.
"Only when checking for negligence, being lenient, buying bribes, or being given an envelope, do they check and not go to the place or place. Another case is having an inner leg related to counterfeit goods," said the delegate.
The delegate suggested that the Ministry of Health and the Ministry of Industry and Trade take primary responsibility for the issue of counterfeit and poor quality goods, and strengthen surprise inspections instead of giving prior notice.
For those who assist and neglect, criminal liability must be prosecuted, and administrative violations can be handled lightly, and they can be forced to quit their jobs. At the same time, it is necessary to consider the responsibilities of leaders in the field of industry management in each locality and ministry level.

The first is the provisions of the law, whether there are any loopholes for criminals to rely on to violate or not.
Second, groups of criminals who produce, buy, sell, circulate counterfeit, fake, and poor quality goods on the market that have existed for a long time must consider the enforcement of the law by relevant authorities.
"Is the study strict and in accordance with regulations? In fact, in many recent cases, the authorities have determined that some subjects responsible for implementing legal policies related to the above field have colluded and assisted criminals.

Faced with the matrix of counterfeit, counterfeit, and poor quality goods, the force that seems to be a shield to protect people also chases money to commit violations, so people do not know where to trust," the delegate suggested.
The delegate said that this is a painful reality and there needs to be a solution to further improve the public ethics of cadres, civil servants, and those who enforce legal policies. At the same time, the work of inspection and examination of public duties also needs attention.
Delegate Tran Van Thuc (Thanh Hoa Delegation) stated that in Vietnam, awareness of food safety is not high, the responsibility of agencies and individuals assigned to state management in this field is pushed away; the greed and insensitivity of those who produce, promote, and assist in making products that do not ensure food safety are still consumed.
The delegate said that these are the reasons for a series of incidents related to food hygiene and safety that have caused public outrage in recent times.
To control food safety management, according to the delegate, it is necessary to implement many drastic and synchronous solutions. In which, the first step is to determine that the task of avoiding control belongs to the state management agency, avoiding overlap and pushing.
In addition, it is necessary to tighten licensing, strengthen inspection and supervision; store samples, strictly handle all negative behaviors in management and punish individuals and businesses that bring unsafe food products to the market for consumption.
