According to the Hanoi People's Committee, recently, the international political and security situation has had many complicated developments, especially the escalating conflict in the Middle East region has affected the global energy market, affecting the supply and prices of domestic gasoline and oil in recent days and is forecast to continue to affect in the coming time.
Currently, in Hanoi, there has been a situation where some gas stations close or do business interrupted due to insufficient supply from suppliers.
To stabilize the market and ensure the supply of gasoline and oil to serve consumer demand and production and business in the Capital, the City People's Committee requests the Department of Industry and Trade to direct the Hanoi Market Management Sub-Department to inspect and supervise the business activities of gasoline and oil businesses in the area according to regulations; request gasoline and oil businesses in the area to strictly implement regulations, and in case of violations, strictly handle them according to regulations.
The City People's Committee requests not to let gas stations stop selling goods for no reason, causing shortages and disruptions to local gasoline and oil supply in the area; promptly detect and handle cases of hoarding goods, creating shortages of gasoline and oil supply, reducing unreasonable discounts or not supplying enough goods to gasoline and oil retail stores, causing market instability.
Hanoi Market Management Sub-Department summarizes the results of inspection and handling of violations in gasoline and oil business; proactively monitors and grasps the market situation, and promptly handles violations according to their authority to ensure gasoline and oil supply in the area. In case complex issues arise beyond their authority, promptly report to the City People's Committee and the Ministry of Industry and Trade for direction.
The Department of Industry and Trade guides dossiers and procedures, creating favorable conditions for traders in the area to carry out business activities and supply gasoline and oil; ensuring that traders comply with the provisions of current law.
Along with that, regularly grasp the situation of gasoline and oil supply of key enterprises and distribution traders in Hanoi; review and summarize arising problems with gasoline and oil supply, report and propose to the City People's Committee and the Ministry of Industry and Trade to have reasonable and timely regulation plans.
People's Committees of communes and wards coordinate with the Market Management force to regularly review and grasp the business operations and opening and closing of gas stations in communes and wards; direct functional forces to strengthen support for traffic diversion and reduce traffic congestion in areas with gas stations with large concentrations of buyers; thoroughly resolve the sale of gasoline and oil in bottles and jars on roads under management, preventing illegal business for profit, causing insecurity, not ensuring quality and fire prevention and fighting safety...
The Department of Construction shall preside over and coordinate with the Department of Industry and Trade and the City Police to inspect, guide, and carry out licensing procedures according to regulations for vehicles transporting gasoline and oil, ensuring timely gasoline and oil supply to serve people's needs.
Hanoi City Police strengthen management and inspection of fire prevention and fighting safety and security and order at gas stations in the city; coordinate inspection and guidance for vehicles transporting gasoline and oil licensed to circulate in the city.
The Department of Culture and Sports directs information and communication agencies; newspapers and radio stations to inform people about the work of ensuring gasoline and oil supply in the city; and at the same time encourage people to use gasoline and oil fuel economically, prioritizing the use of public transport (such as buses, trains) to contribute to reducing pressure on gasoline and oil supply in the current situation.
The Hanoi People's Committee requests key enterprises and petroleum distribution traders to raise their sense of responsibility in ensuring supply and stabilizing the market; ensuring sufficient and continuous petroleum supply for the distribution system of enterprises in Hanoi, not allowing disruption of the supply chain to serve the people of the Capital.
Petroleum retail businesses seriously implement the regulations in Decree No. 83/2014/ND-CP, Decree No. 95/2021/ND-CP, Decree No. 80/2023/ND-CP; comply with regulations on measurement and quality of gasoline and oil sold, implement price listing and sell at listed prices, ensuring the correct time to register for opening sales at gasoline and oil retail stores.
