Implementing Directive No. 10/CT-TTg dated March 25, 2025 of the Prime Minister on promoting the development of small and medium enterprises, the Hanoi People's Committee has issued a Plan to pilot the Project to build a multi-channel system to support customers in the field of business establishment, with the following specific goals:
Strive to have 30,000 more registered enterprises in Hanoi in 2025, and increase the number of enterprises in the following years compared to the previous year, aiming to have 200,000 more enterprises in the city by 2030.
Review and simplify administrative procedures (AP); in 2025, strive to reduce at least 30% of the AP handling time, while at the same time reducing at least 30% of compliance costs for the internal AP and AP group under the authority of the City People's Committee.
Propose to relevant ministries and branches to abolish at least 30% of unnecessary business conditions; strongly shift the management model from "pre-inspection" to " post-inspection", associated with strengthening inspection, examination and supervision.
Strive to have the rate of innovative enterprises reach over 50% by 2025; attract 20-25 enterprises with about 30-35 products recognized as key industrial products, of which 10-15 products are recognized for the first time.
Along with that, the city aims to create jobs for 167,000 workers, reduce the unemployment rate in urban areas to below 3%; the rate of trained workers reaches 75%, of which 55% of workers have degrees and certificates.
The city will also synchronously and effectively implement tasks and solutions related to perfecting mechanisms and policies; administrative reform; planning and investment; supporting small and medium-sized enterprises to access finance and credit; improving the quality of human resources, promoting digital transformation, improving labor productivity; building Vietnamese business brands to expand the market and participate more deeply in the global value chain.
Assign the Hanoi Public Administration Service Center to preside over the implementation of the pilot project to build a multi-channel system to support customers in the field of business establishment, in order to create more favorable conditions for individuals and organizations when performing administrative procedures in the city.
