The plan was issued to concretize Decision No. 928/QD-TTg dated May 25, 2026 of the Prime Minister on the National Comprehensive Financial Strategy to 2030, and at the same time clearly define goals, tasks and solutions suitable to the socio-economic development conditions of Hai Phong.
The city aims to build and develop a comprehensive financial ecosystem in a modern, safe, convenient and inclusive direction; ensuring that people and businesses have access to and use appropriate financial products and services, especially digital financial services, cashless payments and essential financial services for priority groups.
According to the plan, by 2030, Hai Phong strives to increase the proportion of adult people with transaction accounts at banks or other licensed organizations according to the goals of the National Financial Strategy; strongly develop non-cash payments in the public and private sectors, increasing the proportion of electronic payment transactions in the total number of payment transactions.
The city also aims to expand official credit access for small and medium-sized enterprises, cooperatives, business households, people in rural areas and vulnerable groups; improve financial understanding for people, especially students, workers and people in rural areas; promote the application of digital technology in providing financial, banking, tax, treasury and related public services.
According to the set roadmap, by 2030, Hai Phong strives to achieve the targets according to the National Financial Comprehensive Strategy, in which at least 95% of the population aged 15 and over have transaction accounts at banks or other licensed organizations; at least 30% of adults deposit savings at credit institutions and foreign bank branches; at least 75% of adults have information about credit history in the credit information system of the State Bank of Vietnam.
To achieve the above goals, the Plan sets out many groups of key tasks and solutions. In which, the city will continue to effectively organize the implementation of the Party and State's guidelines and policies on the comprehensive financial strategy; improve mechanisms and policies and create a favorable environment for the development of the comprehensive financial ecosystem; improve the effectiveness of coordination between departments, branches, localities and financial service providers...
In parallel with that, the city will focus on developing technology infrastructure, payment infrastructure, strengthening connections and data sharing between agencies and units according to regulations; ensuring information security, network security, protecting personal data and improving the efficiency of state management of comprehensive financial activities.
The City People's Committee assigned the State Bank of Vietnam Region 6 to be the presiding agency, coordinating with departments, branches, localities and related units to organize the implementation of the Plan.
