On February 5, 2026, the Customs Department (Ministry of Finance) issued urgent official dispatch No. 9577/CHQ-GSQL to regional Customs Sub-Departments on state inspection of food safety.
According to the Customs Department, on February 4, 2026, the Government issued Resolution No. 09/2026/NQ-CP on temporarily suspending the validity and adjusting the application period of Decree No. 46/2026/ND-CP dated January 26, 2026 and Resolution No. 66/13/2026/NQ-CP dated January 27, 2026.
On that basis, the Customs Department requests the Head of the Regional Customs Sub-Department to direct subordinate customs units to comply with the provisions of Article 2 of Resolution No. 09/2026/NQ-CP to carry out customs procedures for goods that are imported food, food additives, food processing aids, tools, packaging materials, and food containers. This content applies to customs declarations that have been registered but have not been cleared.
The Customs Department emphasized the requirement to arrange for leaders and civil servants to be on duty 24/7 to ensure that customs clearance is carried out quickly, prioritizing backlog imported food shipments. Units are responsible to the Director of the Customs Department if negativity, harassment or prolongation of customs procedure time at the unit occurs.
In addition, the Customs Department requests regional customs sub-departments to promptly report difficulties and problems arising in the process of resolving customs procedures for imported food shipments to the Customs Department, through the Customs Supervision and Management Board, for guidance on handling. Timely reporting is to ensure that goods are not congested at the border gate.
