Budget revenue reaches VND420,634 billion
Accordingly, the Customs sector actively customs goods to meet the needs of local government at both levels, and budget revenue has grown steadily. The budget revenue to date has exceeded the estimated target.
In November 2025, import-export activities recorded a slight adjustment according to the year-end cycle, but still maintained a large scale. The total import-export value reached 77.09 billion USD, down 5.4% over the previous month. Exports reached 39.11 billion USD, down 7.0%, while imports reached 37.98 billion USD, down 3.7%. The trade balance had a surplus of 1.13 billion USD, lower than the 2.6 billion USD in October, but continued to contribute to maintaining a stable state of the economy.
According to the above results, in the first 11 months of 2025, total import-export turnover reached 839.78 billion USD, up 17.2% corresponding to 123.41 billion USD over the same period last year. Of which, exports reached 430.17 billion USD, up 16.1% and imports reached 409.61 billion USD, up 18.4%. The trade surplus reached 20.56 billion USD, down slightly by 15.6% over the same period but is still an important fulcrum for the macro balance.
The FDI enterprise sector continues to play a key role with a total import-export value of 607.7 billion USD, up 25.5%, accounting for more than 72% of total turnover. Exports reached 326.49 billion USD, up 23.4%, and imports reached 281.21 billion USD, up 28%.
In addition, the state budget collection from import-export activities of the whole industry continues to record positive results.
In November 2025, the revenue reached only VND39,118 billion, down 9.6% compared to October due to the impact of a turnover reduction, but the cumulative accumulated 11 months of 2025 reached VND420,634 billion, equal to 102.3% of the estimate, equal to 89.5% of the target and increased by 9% corresponding to VND34,607 billion compared to the same period in 2024. This is a testament to efforts to reform customs procedures, shorten customs clearance time and strictly control revenue sources.
Strengthening the fight against smuggling and trade fraud
In November 2025, the situation of smuggling and trade fraud continued to develop complicatedly, especially high-value items such as gold, currency, phones, counterfeit goods, firecrackers, drugs, used machinery... Violations were concentrated on Vietnam, China and Vietnam routes, Cambodia, air routes of Noi Bai, Tan Son Nhat, Da Nang international ports and sea routes under the Customs Branches of regions II, III, XII.
Notably, at Hai Phong port, a shipment of 20,010 kg of usable bullet shells and bullets was discovered, identified as a military weapon, violating Article 304 of the 2025 Penal Code. This is one of the major cases showing the sophisticated tricks of subjects taking advantage of the type of transit, import-export, mislabelization or mixing of violating goods.
In that situation, the Customs Department has issued many documents directing, strengthening thematic control, tightening declarations for gold, counterfeit drugs, expired goods, goods violating intellectual property rights, etc.
As a result, from October 15 to November 14, 2025, the whole industry detected and handled 2,176 violations, an increase of 30.6% over the same period. The estimated violation value is VND 2,199 billion, the budget revenue is VND 238.4 billion. The customs authority has prosecuted 04 cases and transferred 15 cases to other agencies for prosecution.
Accumulated from December 15, 2024 to November 14, 2025, the number of detected and handled cases reached 17,297 cases, the value of violated goods was estimated at VND 21,751 billion, and budget revenue reached VND 948.73 billion. The customs have prosecuted 20 cases and transferred 115 cases to other agencies for prosecution.
