On the morning of June 2, Mr. Nguyen Huu Dac - Head of Vinh Market Management Board (Vinh City, Nghe An Province) - confirmed that the situation of traders stopping selling and closing kiosks has occurred since the end of May 2025.
According to records, Vinh market - the busiest market in Nghe An province - became deserted when hundreds of out of a total of 1,000 kiosks in the main hall simultaneously stopped trading. Many stalls of clothes, shoes, and household appliances were locked, with no traders.

The reason is that the rental price of premises has increased dramatically after the land rent exemption period expired (15 years from the date traders contributed capital to invest in building the market).
The highest rental price is applied up to 190,000 VND/m2 per month - more than 4 times the old level. Although after the proposal, the price was reduced to 144,000 VND/m2, many traders still think that this level is too high compared to current purchasing power.
"There are more sellers than buyers at this time. The profit is not enough to cover the cost, if we continue to maintain that price, we cannot survive, said a ready-made clothing trader at the main communal house of Vinh Market.

Some business households also expressed concern about the province's increased inspection of the origin of goods. "We do retail business, import goods from many places, ensuring adequate documents is not easy. If they are strictly inspected, it will be very difficult to survive, said a dried flower seller.
Mr. Nguyen Huu Dac - Head of Vinh Market Management Board - said that the increase in rental price was made according to the decision issued since 2017, with 8 prices corresponding to the position of kiosks. After the petition, the Management Board reported and was allowed by the competent authority to adjust by 25%. However, many small businesses still want more support from the province.
"We hope that the rental price will be recalculated to suit the general level, so that traders can feel secure staying and continuing to do business," said Mr. Dac.
Currently, some traders have reopened but the number of visitors to the market is still very sparse. Traders hope that the authorities will soon provide practical solutions to remove difficulties and stabilize business during the challenging period.
It is known that representatives of traders have met with the Nghe An Provincial Citizen Reception Committee to propose reducing rental prices, creating conditions for production and business activities in the extremely difficult context.
