Taking data and digital technology as a foundation for tax management
In the context of the strong development of the digital economy, business activities are increasingly taking place on many platforms and different payment methods, the Tax sector is continuing to promote the modernization of management in the direction of taking data and digital technology as the foundation. From the previous manual management method, tax authorities are now strongly shifting to data management, using cash flow and transaction data to determine tax obligations, analyze risks and improve transparency in the economy.
Mr. Dang Ngoc Minh - Deputy Director of the Tax Department - said that in recent years, the Tax sector has implemented a series of solutions to modernize management work such as applying electronic invoices, electronic invoices initiated from cash registers nationwide; building a centralized database; promoting the application of information technology in the entire management process; deploying an Information Portal for foreign suppliers; converting the management mechanism of business households from contracting to declaration; and strengthening connection and data sharing with ministries, branches and related organizations.
The deployment of electronic invoices has created a huge source of data on transactions throughout the economy," Mr. Minh said.
According to the leader of the Tax Department, in the near future, electronic invoice data will be used as a platform to compare and contrast with other cash flows of taxpayers to determine actual tax obligations arising, analyze risks and serve inspection work in necessary cases.
According to the analysis of Ms. Nguyen Thi Cuc - Chairwoman of the Vietnam Tax Consultants Association, many business individuals still maintain an outdated view that they can hide actual revenue to reduce financial obligations. However, in the digital economy era, all transaction data leaves traces and management agencies can completely compare and check them.
Towards a tax management system operating almost automatically
Mr. Luu Nguyen Tri - Deputy Head of Technology, Digital Transformation and Automation Department, Tax Department - said that in the past time, the Tax sector has coordinated with solution providers, commercial banks and technology businesses to support business households in digital transformation, bringing solutions such as electronic invoices, digital signatures and management tools into practical operation.
In Hanoi, the digital transformation process in business household management has recorded many positive results. Mr. Nguyen Tien Minh - Deputy Chief of Hanoi Tax Department - said that Hanoi currently has about 330,000 business households with diverse industries, from production, trade, business at traditional markets...
According to Mr. Minh, the transition from the presumptive tax method to declaration according to the new policy has been implemented for more than 1 year and has initially achieved many positive results.
To date, 99% of business households in the area have installed the application of the Tax sector and more than 98% use eTax Mobile to carry out tax transactions as well as exchange information with tax authorities.
100% of business households subject to electronic invoices have also implemented it. The rate of submitting tax declaration dossiers on time every month reached 100%, while quarterly declaration dossiers of household groups with revenue over 1 billion VND reached about 99%.
