Budget revenue exceeds 2.2 million billion VND for the first time
Reporting at the Conference summarizing the 2025 Tax work and summarizing the campaign "60 days of peak period of converting the model from contract tax to declaration for business households", the Tax Department said that in 2025, the total state budget revenue managed by tax authorities is estimated at VND 2,236,900 billion, equal to 130.1% of the estimate, an increase of 27.6% compared to 2024. This is the first time that the revenue managed by the tax authority has exceeded the 2.2 million billion VND mark.
In the collection structure, domestic revenue accounts for about 98% of total revenue. There are 17/19 revenues and 34/34 localities have completed more than the assigned estimates. Hanoi and Ho Chi Minh City continue to be the two localities with the largest revenues, playing an important role in balancing the national budget.
In the 2021-2025 period, the total revenue managed by tax authorities will reach about VND8.4 million billion, accounting for more than 86% of the total state budget revenue, with an average growth rate of over 11.5% per year. The collection structure shifts towards sustainability, reflecting the effectiveness of expanding the collection base and improving taxpayer compliance.
Along with the budget collection results, 2025 also marks a step forward in arranging and streamlining the organization of the Tax sector, ensuring smooth operations in the context of implementing the two-level local government model.

Basically 100% of business households are ready to convert
An important content summarized at the conference was the campaign "60 days of peak model conversion from contract tax to declaration for business households", to prepare for a roadmap to completely eliminate contract tax from January 1, 2026.
Within the framework of the campaign, tax authorities at all levels have synchronously deployed solutions to propagate, support, and directly approach business households according to the motto "go to every alley, knock on every household". The Tax Department also builds and operates separate support portals for business households, individuals and small businesses, helping taxpayers get acquainted with the electronic tax declaration and payment method.
The results show that in 2025, budget revenue from the business household sector is estimated to reach 32,840 billion VND. More than 18,300 households have voluntarily switched to the pre-maturity declaration method, and more than 32,000 households have switched to the enterprise model. These results are considered an important premise for eliminating contract tax according to the set roadmap.
Up to now, basically 100% of households and individuals in the business have had access to information, response, consensus and are ready for the transition from contract tax to declaration from January 1, 2026.
Taking data and digital transformation as a pillar of tax management
Speaking at the Conference, Minister of Finance Nguyen Van Thang emphasized that 2025 is the final year of implementing the Socio-Economic Development Plan for the period 2021-2025, and is also the year the country resolutely implements the arrangement and streamlining of the organizational apparatus. In that context, the Tax sector has made great efforts to both complete the task of collecting the budget and ensure a smooth operation of the apparatus.

The Minister highly appreciated the budget revenue results in 2025 when the revenue managed by the tax authority for the first time exceeded the 2.2 million billion VND mark. According to the Minister, this result not only ensures resources for socio-economic development but also creates an important foundation for the implementation of high growth targets in the period of 2026-2030.
Emphasizing the requirements of the coming period, Minister Nguyen Van Thang said that the Tax sector must continue to implement 04 pillar Resolutions on economic development of the Central Government, in which science and technology, innovation and digital transformation play a key role. Tax management needs to shift strongly to data-based, applying modern technology, increasing transparency and efficiency.
The Minister also requested the Tax sector to strengthen discipline and public service discipline; promote the prevention and combat of invoice fraud and tax refund fraud; at the same time, improve service quality, strongly shift to tax administration to serve people and businesses.

Speaking to receive the direction, Mr. Mai Xuan Thanh - Director of the Tax Department - affirmed that the entire industry will seriously grasp the policies of the Party, the State and the instructions of the Government and the Ministry of Finance; urgently concretize them into programs and action plans with clear assignment and assignment to each level and unit.
The Director of the Tax Department also frankly acknowledged that in the process of reforming the apparatus and implementing the two-level local government model, there are still some limitations in management, operation and personnel capacity; there are still cases of cadres and civil servants violating discipline and law. These shortcomings will continue to be clarified, the causes and responsibilities will be clearly defined for timely correction.
According to the Director of the Tax Department, with the spirit of solidarity, discipline and effort, the Tax sector strives to organize the drastic and synchronous implementation of tax work tasks; complete and exceed the state budget collection tasks in 2026 assigned by the National Assembly, the Government and the Ministry of Finance.
