According to the report of the Department of Finance, in November and 11 months of 2025, the province's socio-economic growth momentum continued to maintain. The Index of Industrial Production (IIP) in November is estimated to increase by 15.74%; the accumulated 11 months increased by 12.26% over the same period in 2024. Some industries maintained high growth rates such as processing and manufacturing increased by 12.66%; mining increased by 16.07%; water supply, wastewater management and treatment increased by 13.5%.
The province has focused on speeding up the progress of projects, disbursing public investment capital and issuing a Decision to adjust the public investment plan for 2025. As of November 26, the whole province has disbursed more than VND23,788 billion, reaching nearly 60% of the plan assigned by the Prime Minister. State budget revenue reached VND80,605 billion, equal to 145.5% of the estimate, of which domestic revenue reached 149.8%.
Investment attraction activities continue to change positively. As of November 20, the province attracted 327 new projects and 251 capital increases, with the total newly registered and increased capital reaching over VND165.9 trillion and USD2.31 billion. The whole province has 4,886 newly established enterprises. The commodity market is stable; total retail sales of goods and services in November is estimated at VND24,219 billion, up 3.62% over the previous month and up 20.42% over the same period.

At the meeting, delegates focused on discussing the results of task implementation, proposing solutions in the fields of resources - environment, science - technology, budget collection, public investment disbursement, administrative reform and organizing the two-level administrative apparatus.
Concluding, Chairman of the Provincial People's Committee Pham Quang Ngoc emphasized that in the past 11 months and the whole year of 2025, the Party Committee and the Provincial People's Committee have closely followed the direction of the Central and Provincial Party Committees, especially in building a two-level local government model. However, the risk of not reaching the growth target according to Conclusion No. 123-KL/TW still exists; the progress of public investment disbursement is still low.
The Chairman of the Provincial People's Committee requested departments, branches and localities to review targets, steadfast development goals; remove obstacles in projects; prepare conditions to start construction in December. Along with that, promote increased budget revenue, land management, environmental protection, and planning completion; prepare for the election of the National Assembly and People's Councils at all levels for the 2026 - 2031 term; organize the year-end summary and the 2026 Lunar New Year; ensure social security and military recruitment in 2026.
The Chairman of the Provincial People's Committee also assigned specific tasks to departments and branches, including requiring the Department of Justice to review mechanisms and policies between the two provinces before the merger; the Department of Finance to advise on the arrangement and handling of public assets; the Department of Home Affairs to develop a recruitment and arrangement plan for civil servants and public employees. The Statistics Department is assigned to review assessment methods and closely coordinate with units in performing statistics for management.
