On May 18, news from Khanh Hoa Provincial People's Committee just issued a plan to rectify working styles and improve the operational efficiency of the political system in the province.

According to the plan, Khanh Hoa province requests agencies and units to urgently propagate and thoroughly grasp Conclusion No. 226 and the Prime Minister's plan to create clear changes in the working style and manner of cadres, civil servants, and public employees.

One of the key contents is to strongly innovate the meeting regime.

The province sets a target that in 2026, the number of online conferences will account for at least 60% of the total number of conferences organized in the year; streamline 10% of the number of annual conferences; the rate of handling administrative procedures in the digital environment and document digitization will reach 95% or more.

The Office of the Provincial People's Committee is assigned to develop a scientific and reasonable meeting schedule, avoiding overlap; prioritize organizing online meetings, paperless meetings; and at the same time strictly control the composition, time and content of meetings of the Provincial People's Committee and the Chairman of the Provincial People's Committee.

According to requirements, thorough conferences should not be held for more than half a day; professional conferences should not be held for more than 1 day; important conferences that need to be discussed in depth should not be held for more than 1.5 days.

In meetings, do not reread the previously sent reports, instead focus your time on discussing and handling practical issues.

The Provincial People's Committee also requested to increase investment and upgrade the online meeting equipment system, ensuring smooth connection from the Central Government to the commune level.

Agencies, units, and localities are assigned to review and improve regulations on functions, tasks, powers and working relationships in the direction of "one task is only assigned to one agency to preside over and be primarily responsible".

The Provincial People's Committee requests agencies, units, and localities to include the content of innovating working styles and improving operational efficiency in the work program; integrate it into training, fostering, training and experience sharing activities.

Along with that, units need to improve their responsibility in building and perfecting state management institutions; properly implement the principles of decentralization and decentralization; innovate the process of drafting and issuing documents in the direction of integration and simplification; ensure that documents are issued within their authority, order, procedures and in accordance with reality.

The Provincial People's Committee also requested strict compliance with regulations on power control, anti-corruption, and negativity in law-making and law enforcement. The drafting agency must be responsible to the end for the content, quality and progress of the documents assigned to be drafted.
