On April 23, in an exchange with a reporter from Lao Dong Newspaper, a representative of the Nghe An Provincial Department of Industry and Trade said that so far there has been a plan to organize the groundbreaking ceremony for the Quynh Lap LNG Thermal Power Plant project.
The Standing Committee of the Provincial Party Committee and representatives of the investor have agreed on the project commencement plan in the period from May 12 to 15, 2026," a representative of the Nghe An Department of Industry and Trade informed.
Previously, on February 12, 2026, the People's Committee of Nghe An province approved the investment policy of the project with a total capital of about 59. 372 billion VND. The project is implemented by a consortium of Vietnam Oil and Gas Power Corporation, Nghe An Sugar Co., Ltd. and SK Innovation (Korea).

The compensation and resettlement support council of Tan Mai ward has completed the determination of the compensation value of assets on land in the area where the groundbreaking ceremony is held. The property owners basically agreed and proposed to advance compensation funds. The land area has been handed over to the investor since April 8, 2026.
Work related to site clearance is being implemented synchronously. Up to now, Tan Mai ward has inventoried 155 graves in the project area (down compared to the initial survey), and is currently developing a compensation and relocation plan.
The Provincial People's Committee has approved the construction site of a cemetery area of about 4.5 hectares to serve the relocation of graves. The resettlement area planning is being implemented, and the locality is selecting a consulting unit to develop a detailed plan.
Regarding infrastructure serving the project, the province is considering the investment scale of the connecting traffic route in accordance with the progress and resource balance capacity. The Department of Industry and Trade coordinates with relevant units to advise on the route of 500 kV power lines connecting the project, based on field surveys and taking opinions from all parties.
Talking to reporters, leaders of Tan Mai Ward People's Committee said that in the past time, the locality has actively implemented projects related to the project on the ground. Households with land within the commencement area basically agree and are ready to hand over the site.
The ward has completed the determination of compensation prices for ordinary graves. For 8 large-scale tombs, due to their specific nature, a common price frame cannot be applied and it is necessary to hire a private valuation consulting unit.
According to Vice Chairman of Nghe An Provincial People's Committee Phung Thanh Vinh, the Quynh Lap LNG Thermal Power Plant project is a key project, of great significance in ensuring energy security and promoting socio-economic development of the province and the region.
He requested relevant units to urgently deploy and closely follow the timelines to be on schedule to organize the groundbreaking ceremony in early May 2026.
The Provincial People's Committee also assigned the Tan Mai Ward People's Committee to proactively prepare to invest in resettlement areas, cemeteries, and schools. At the same time, assigned the Department of Agriculture and Environment and the Provincial Land Registration Office to deploy marker planting according to the determined coordinates to serve site clearance.
