According to the approved program, in the morning, the National Assembly discussed in the hall the draft Law amending and supplementing a number of articles of the Law on Personal Income Tax (PIT), Law on Value Added Tax (VAT), Law on Corporate Income Tax and Law on Special Consumption Tax.
After that, the Minister of Finance spoke to explain and clarify some issues raised by National Assembly deputies.
Also in the morning, Member of the National Assembly Standing Committee, Chairman of the National Assembly's Committee for Petitions and Supervision presented a report on the draft National Assembly's Supervision Program for 2027. This content will also be discussed by the National Assembly in the hall.
Today, the National Assembly will press the button to pass many important laws. Among them, the Law on Access to Information (amended); the Capital Law (amended); the Law on Civil Status Registration (amended); the Law amending and supplementing a number of articles of the Law on Notarization.
Law amending and supplementing a number of articles of the Law on Legal Aid; Law amending and supplementing a number of articles of the Law on Emulation and Commendation; Law on Belief and Religion (amended); Law amending and supplementing a number of articles of the Law on Representative Offices of the Socialist Republic of Vietnam abroad.
In addition to laws, the National Assembly also voted to pass a Resolution on coordination mechanisms and specific policies to improve the effectiveness of preventing and resolving international investment disputes.
After passing the Laws and Resolutions, the National Assembly listened to the Chairman of the Central Committee of the Vietnam Fatherland Front present the Summary Report of opinions and recommendations of voters and people sent to the First Session, 16th National Assembly.
Next is a member of the National Assembly Standing Committee, Chairman of the National Assembly's Committee for Petitions and Supervision presenting the Report on the results of supervising the resolution of voters' petitions sent to the 10th Session, 15th National Assembly.
This content was also discussed by delegates in the hall. After that, Government members and relevant agencies and individuals spoke to explain and clarify some issues raised by National Assembly delegates.
Previously, submitting the Submission, Minister of Finance Ngo Van Tuan clearly stated that, to support households, individual businesses, and enterprises to develop production and business, the draft amendments to tax laws in the direction of not specifically stipulating the threshold for revenue not subject to PIT, the level of revenue not subject to VAT for households and individual businesses in the Law and assigning the Government to regulate this level.
At the same time, amend the content of the Law on Corporate Income Tax in the direction of supplementing the level of revenue exempted from corporate income tax and assigning the Government to regulate this level as well as detail the tax exemption according to its authority.
The delegation of power to the Government, according to the Submission, will create a legal basis for the Government to flexibly manage fiscal policy, including tax policy.
