The O Mon IV Thermal Power Plant (NMND) project is a key project in the National Power Development Plan for the period 2021 - 2030, with a vision to 2050 (abbreviated as Power Plan VIII).
In response to urgent progress requirements, in June 2023, the Prime Minister assigned Petrovietnam as the investor of NMND O Mon IV. The plant has a designed capacity of 1,155 MW, using new generation mixed-use cycle gas turbine technology, achieving high efficiency, fuel economy and environmental friendliness. The project is undertaken by Doosan Enerbility Joint Venture (Korea) - PECC2 (Vietnam) under the EPC general contractor.
The climate - Power Project Chain of Lot B has a gas reserve of about 100 billion m3, each year supplying 56 billion m3 of gas to produce tens of billions of kWh of clean electricity. It is expected that by the end of 2028, when Lot B gas is brought to shore, the plant will be completed and commercial power generation will be carried out.
When operated, NMND O Mon IV will increase the total electricity capacity managed and operated by Petrovietnam to more than 9,300 MW - equivalent to about 10% of the total capacity of the national power system.
This will be a clean and stable power source, increasing the reliability of the power system and directly meeting the increasingly high demand of the Mekong Delta - an area with a lack of on-site power.
In addition, gas is also considered a transitional energy source for Vietnam in the coming decades, contributing to reducing dependence on coal and hydropower, strengthening long-term energy security, and supporting the implementation of the net emission commitment of 0 by 2050.
With that meaning and stature, O Mon IV UNESCO, the first downstream project in the Stream - Power Project series B - O Mon, was honored to be one of 250 typical projects to be started and inaugurated to celebrate the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025).
At the same time, this is a key project to successfully celebrate the 4th Petrovietnam Party Congress, towards the 14th National Party Congress.
Speaking at the event, Mr. Le Manh Hung - Party Secretary, Chairman of Petrovietnam said that the Vietnam National Industry - Energy Group with the development goal of 2030 is in the top 10 largest corporations in the region, with a large scale in the world, on the list of Fortune Global 500; Effective, sustainable operations, high competitiveness domestically and internationally, taking science - technology and innovation as a breakthrough driving force.

Petrovietnam is a pioneer, playing a leading role in the formation and development of large-scale national energy industrial centers, leading the international integration of the energy industry, while providing diverse energy solutions, including renewable energy, making an important contribution to ensuring national energy security, promoting industrialization, modernization and sustainable and environmentally friendly socio-economic development, developing the marine economy associated with protecting national sovereignty at sea.
D showed that goal, the successful implementation of the O Mon IV National Highway Project in particular and component projects of the Lo B - O Mon Climate-energy Project Chain in general became an important political task, a driving force for Petrovietnam's leadership and staff to continue to overcome difficulties - Mr. Le Manh Hung affirmed.
Speaking at the event, Deputy Minister of Finance Le Tan Can emphasized that the project's groundbreaking clearly demonstrated Petrovietnam's determination and efforts as an investor, as well as the close coordination of ministries, central branches and local authorities.
Today's groundbreaking ceremony is not only a milestone for a major project, but also a symbol of trust, consensus and determination to develop the country in a modern and sustainable direction - the Deputy Minister of Finance emphasized.
Within the framework of the groundbreaking ceremony, Petrovietnam and the People's Committee of Can Tho City signed a Comprehensive Cooperation Agreement, laying the foundation for building Can Tho into an integrated, green and modern energy center of the region. Petrovietnam has also awarded a symbolic plaque to support 5 billion VND for the city's social security work, continuing activities accompanying the locality in education, health care and caring for people's lives.
