Statistics show that currently, the private economic sector (PP) has more than 6.1 million business establishments, including about 940,000 operating enterprises and more than 5 million business households, with huge contributions to the economy.
However, many experts assess that the current development of the business community and enterprises still has many limitations and shortcomings; the potential and development space have not been effectively exploited, so Resolution 68-NQ/TW of the Politburo is the "key" to strongly developing the KTTN in the coming time.
Politburo member and Prime Minister Pham Minh Chinh stated that the Resolutions of the Politburo, the National Assembly, and the Government have been very synchronous and complete. The biggest question and desire is to organize implementation well and truly effectively with the spirit of "deep work is great work", have the most effective way of doing things, best promote the capacity of nearly 1 million businesses, 5 million business households, each person contributes, each contributor has great resources for the whole society to "change the state, turn the situation around", and develop the country quickly and sustainably.
Speaking with Lao Dong, National Assembly Delegate Phan Duc Hieu - full-time member of the National Assembly's Economic and Financial Committee, the promulgation of Resolution 68-NQ/TW is especially important in the current context.
The birth of Resolution 68-NQ/TW has "changed in quality" when previous institutional problems have been resolved at three noteworthy points: Reducing troublesome procedures; increasing business protection and unlocking resources.
Building trust for the business community
Delegate Phan Duc Hieu analyzed that the Resolution has set out important messages, continuing to facilitate market entry. The message here is very clear: remove administrative barriers during operations. That is a 30% reduction in procedures for compliance costs.
Along with that is unlocking resources. That is to help this area access resources with land, resources in terms of production and business premises, capital, and personnel. In this, there is a group of hidden solutions that are very unlocking in nature, which is to promote the mechanism for prompt and effective dispute resolution.
Economist, Associate Professor, Dr. Dinh Trong Thinh - Senior Lecturer at the Academy of Finance, said that one of the highlights in the spirit of Resolution 68-NQ/TW is the commitment not to institutionalize economic relations, not to apply summons to legal regulations that are disadvantageous to businesses. These are positive signals, building trust in the business community, helping to confidently expand investment, improve competitiveness and sustainable development in the long term - Associate Professor, Dr. Dinh Trong Thinh acknowledged.
According to Associate Professor, Dr. Dinh Trong Thinh, it is necessary to consider enterprises as an independent legal entity. It is very important to clearly distinguish between the assets, rights and obligations of the business and those of individual managers in the business.
This will help ensure that businesses are not affected by individual violations and can operate stably within the legal framework.

At the National Conference on disseminating and implementing Resolution 66-NQ/TW and Resolution 68-NQ/TW, Politburo member and Prime Minister Pham Minh Chinh stated that the KTTN has continuously developed, affirming its position as an important driving force of the economy; an effective channel to mobilize social resources for development investment; contributing significantly to promoting economic growth, increasing State budget revenue; creating jobs, livelihoods, income, improving people's lives, ensuring social security; promoting international integration; contributing to the development of science and technology, innovation, digital transformation; making important contributions to the cause of building, defending the Fatherland and developing the country.
