A series of non-budget projects face difficulties
On March 9, Mr. Le Trong Yen - Standing Vice Chairman of Lam Dong Provincial People's Committee - chaired the working session of Task Force No. 1 with departments and branches to review and remove difficulties for non-budget investment projects.

The working session aims to identify bottlenecks in project implementation, propose solutions to unlock investment resources, improve land and resource efficiency, and promote local socio-economic development.
Through review, to date, 2 projects have been completely resolved, including the project of mining and processing construction stone at Tay Dai Lao quarry (Bao Loc) of Lam Dong Mineral and Building Materials Joint Stock Company and the project of managing and protecting forests combined with ecotourism of Trang My Dat Investment Joint Stock Company.
The remaining projects are grouped to remove obstacles, mainly entangled in land, planning, investment adjustment, energy sector and inspection conclusions.
According to the Department of Agriculture and Environment of Lam Dong province, the difficulties of many projects mainly relate to land procedures, conversion of forest use purposes, mineral planning, site clearance and adjustment of investment progress.

Some non-budget investment projects have reached the deadline but have not completed procedures for allocating, leasing land or changing forest use purposes. Many projects are still facing problems with compensation, transportation infrastructure, electricity, water and determining land prices to fulfill financial obligations.
Some projects are entangled in mineral planning or are located in national mineral reserves, so they have to wait for guidance from central ministries and sectors.
Regarding energy projects, some contents related to electricity and mineral planning and handling according to inspection conclusions are still awaiting the Central Government's opinion.
Focus on removing obstacles for projects
At the working session, delegates said that removing difficulties for projects still faces many obstacles because some investors have not proactively coordinated, dossiers are prolonged through many legal stages and there are obstacles beyond local authority.
According to the roadmap, before March 31, 2026, the on-site inspection and dialogue with investors will be completed; from April 1 to May 15, focus on removing obstacles; phase 15-5-30. 6 summarize and evaluate results.

Standing Vice Chairman of Lam Dong Provincial People's Committee Le Trong Yen requested departments, branches, localities and members of the Working Group to improve their responsibility, closely follow each project to promptly handle difficulties according to legal regulations.
He requested specialized agencies to carefully study Decree 218 and related regulations, compare each case to advise on appropriate handling directions.
At the same time, departments and sectors need to strengthen coordination with investors to complete legal documents, accelerate site clearance, and remove obstacles related to land, planning and investment procedures.
In case investors do not cooperate or report incompletely, relevant agencies need to summarize and propose handling according to regulations.

Task Force No. 1 is responsible for the fields of energy, minerals, agriculture, forestry, and fishery with 54 projects, headed by Mr. Le Trong Yen, along with leaders of departments and sectors participating.
In addition to the above projects, Lam Dong province has just added 21 projects in the field of agriculture, forestry, and fishery that are facing difficulties to the review area. Thus, Task Force No. 1 is currently monitoring and removing obstacles for a total of 75 projects.
