Lao Cai Provincial People's Committee has just issued a Plan to implement Project No. 16 of the Provincial Party Committee on mobilizing resources for development investment in 2026, with the goal of concretizing tasks and solutions to effectively exploit and use resources to serve local development.
According to the plan, total social investment capital in 2026 is expected to reach 101,440 billion VND. Of which, state capital is about 44,240 billion VND, accounting for 43.61%; non-state capital reaches 57,200 billion VND, accounting for 56.39%. Foreign direct investment (FDI) capital alone is expected to reach 3,000 billion VND.
To complete the above objectives, the province will focus on accelerating the progress of implementation and disbursement of public investment capital; urgently allocate detailed capital plans, strengthen discipline and order in disbursement, promote site clearance and remove difficulties for projects.
Lao Cai prioritizes mobilizing resources for dynamic projects and works with great spillover effects on socio-economic development. In which, the focus is on transportation projects connecting the border gate economic zone with Sa Pa Airport, major cities, industrial parks and provincial capital centers.
In addition, the province continues to allocate investment resources to highland and rural areas; disaster prevention and control works; projects to arrange residents out of areas at risk of landslides and flash floods.
In the field of attracting off-budget investment, Lao Cai will promote administrative reform, complete planning, prepare land funds and infrastructure to attract high-tech, environmentally friendly FDI projects.
Investment, trade and tourism promotion work has been strengthened, while expanding cooperation with large corporations and businesses to implement key projects.
Along with mobilizing resources, Lao Cai also focuses on improving the efficiency of investment capital use through strengthening planning management, project management, strictly controlling total investment, improving project quality and accelerating settlement and finalization work.
