Towards the goal of becoming a growth pole
Within the framework of the Lao Cai Provincial Investment Promotion Conference 2026, on the afternoon of July 16, the Lao Cai Provincial People's Committee coordinated with the Vietnam Chamber of Commerce and Industry (VCCI) to organize a seminar "Opening up resources - Innovation".
Speaking at the opening ceremony, Standing Vice Chairman of Lao Cai Provincial People's Committee Ngo Hanh Phuc emphasized that the merger of Lao Cai and Yen Bai provinces has created a larger development space, strongly resonating resources in land, population, infrastructure and geo-economic location.
This is a premise for Lao Cai to aim to become a growth pole of the Northern Midlands and Mountains region.

To realize this goal, Lao Cai will continue to strongly improve the investment environment, promote administrative reform, synchronously develop transportation infrastructure, logistics and digital infrastructure; promote science, technology, innovation; improve the quality of human resources and enterprise competitiveness.
Mr. Ngo Hanh Phuc also hopes that experts and businesses will focus on analyzing bottlenecks in practice, proposing strategic and feasible solutions, contributing to perfecting local development mechanisms and policies.
At the seminar, Mr. Dau Anh Tuan - Deputy Secretary General of VCCI - presented the topic "Lao Cai Business Environment from the perspective of PCI 2025 - Identifying bottlenecks and breakthrough drivers".

Mr. Tuan pointed out the advantages and difficulties in the local investment environment, and at the same time pointed out the barriers that need to be removed to improve competitiveness and attract high-quality investment capital.
Representatives of VCCI affirmed that they will continue to accompany Lao Cai through research, policy recommendations and business support programs.
In the presentation session, experts, managers and businesses focused on exchanging three major groups of issues including institutional improvement, strengthening trade connections and infrastructure development.


Many opinions assess that after the merger, Lao Cai owns a larger market size, more abundant land and labor resources, creating room for formation of new growth poles.
If the province effectively utilizes new mechanisms and policies along with international border gate advantages, it can rise to become a logistics, green industry, high-quality tourism and bio-economy center of the region.
Accompanying businesses to create new growth momentum
The highlight of the program is an open dialogue session between leaders of the Provincial People's Committee, VCCI, departments and branches with the business community and investors.


In a frank and open atmosphere, many issues related to administrative procedure reform, institutional improvement, planning, infrastructure development, digital transformation, access to capital, land and development of high-quality human resources have been raised by businesses.
Many recommendations were received and answered immediately at the forum by provincial leaders and departments and branches.
The spirit of listening, accompanying and removing difficulties for businesses is shown throughout the seminar, thereby affirming Lao Cai's determination in building a constructive and serving government, constantly improving the investment environment and enhancing competitiveness.

Speaking at the closing ceremony, Vice Chairman of Lao Cai Provincial People's Committee Nguyen Thanh Sinh said that the opinions and recommendations at the seminar will be an important basis for the province to continue to improve mechanisms and policies, improve operational efficiency and concretize them into tasks and solutions in the coming time.
