On the afternoon of July 16, the National Assembly Standing Committee gave opinions on the draft Law amending and supplementing a number of articles of 10 laws related to administrative procedures and business investment conditions in the fields of agriculture and environment.
Presenting the report, Deputy Minister of Agriculture and Environment (MARD) Nguyen Hoang Hiep said that this draft Law focuses on reducing, decentralizing, simplifying administrative procedures and reducing, simplifying business conditions under the management scope of MARD, the content is closely related to one administrative procedure content, business conditions.
At the same time, fully institutionalize the Party's policy on reducing, decentralizing, and simplifying administrative procedures and business conditions;
Creating a healthy and fair business environment, promoting innovation and creativity, improving the effectiveness and efficiency of state management and creating strong changes in administrative governance;
Taking people and businesses as the center and subject, ensuring the operation of the state system and apparatus is clean, healthy, flexible, appropriate, bringing benefits to people and businesses.

According to the Submission, the draft Law has 2 main groups of contents including reducing and simplifying administrative procedures, business conditions; decentralizing authority to carry out administrative procedures.
The draft Law also amends and supplements a number of other articles to ensure the consistency and synchronization of the legal system.
Typical examples include cutting and simplifying administrative procedures and business conditions.
The Draft Law and draft documents detailing the reduction of 38 administrative procedures, simplification of 13 administrative procedures and reduction of 40 business conditions; equivalent to reducing 904 days and saving 189.9 billion VND in administrative procedure compliance costs compared to 2024.
The draft Law also delegates 21 administrative procedures of the Ministry of Agriculture and Rural Development to the Chairman of the Provincial People's Committee for implementation.
The Standing Committee of the Committee for Science, Technology and Environment agreed with the necessity of promulgating a law to promptly institutionalize the Party's policy on cutting and simplifying administrative procedures, business conditions, and promoting decentralization and delegation of power.
Along with that, the Standing Committee of the Committee for Science, Technology and Environment believes that the draft Law dossier is eligible to be submitted to the National Assembly for consideration, comments and approval at the Extraordinary Session in August 2026, according to simplified procedures.
