On September 1, according to information from the People's Committee of Lang Son province, 7 out of a total of 64 tasks under the economic growth scenario for the last 6 months of 2026 have been completed, 52 tasks ensure progress and 4 tasks are delayed.
Three slow-moving tasks associated with investment projects include 110 kV power lines and a substation supplying electricity to VSIP Industrial Park; starting the Dong Kinh social housing project; completing and putting the Winson Garment Factory into operation. The remaining task is to organize the Ha Dong Lam - Huu Lien Summer Tourism Festival.
In which, the 110 kV power line and substation project to supply electricity to VSIP Industrial Park and the Dong Kinh social housing project have been delayed since July.
Chairman of the Provincial People's Committee Nguyen Canh Toan requested the Department of Industry and Trade to work directly with the Northern Power Corporation and the National Power Transmission Corporation to remove obstacles for the VSIP Industrial Park power supply project. The commencement time must be determined and reported before September 10.
For the Dong Kinh social housing project, the Department of Construction is assigned to coordinate in handling issues related to land, environment, construction and site clearance. The investor must complete procedures to start construction in October.
The Winson garment factory is required to be completed and put into operation in September and will not continue to postpone the progress. The Department of Culture, Sports and Tourism must soon organize the Dong Lam - Huu Lien Summer Tourism Festival.
In addition to the delayed tasks, Lang Son has 92 non-budget capital projects expected to be implemented or completed this year. Through review, 17 projects are at risk of not ensuring the plan.
The Provincial People's Committee assigned the Department of Finance to coordinate with departments, branches and investors to monitor, urge, and handle difficulties of this project group. The notice does not specify the names of 17 projects but refers to the list in the attached appendix.
The progress of public investment in the province has also not met requirements, especially the central budget capital has only disbursed about 32%.
The Chairman of the Provincial People's Committee requests the heads of agencies to be responsible for slow or uncompleted tasks.
Since the beginning of the year, Lang Son has attracted 23,310 billion VND of non-budget capital through 26 projects approved for investment policy or granted investment registration certificates, more than 36 times higher than the same period.
